The State Plumbing Board helps the director of the Department of Consumer and Business Services to administer the plumbing program as described in ORS 693. The board also oversees the licensing and enforcement of the plumbing program to ensure that the persons involved are appropriately licensed and the work meets minimum safety standards.

Members are appointed by the governor and subject to confirmation by the Senate. The State Plumbing Board has seven members with four-year terms to include the following representation:
- A journeyman plumber
- A registered plumbing business
- A local plumbing inspector
- A registered professional mechanical engineer (Vacant)
- An employee of Oregon Health Authority
- A plumbing equipment supplier or building official
- A public member (Vacant)
