When does the residential continuing education apply?


Contractors with a residential endorsement must meet the residential continuing education (RCE) requirements when renewing their CCB license.

Qualifying education taken during the 2-year license period counts towards the RCE requirement for that period.

RCE can be taken by the owners, officers, members, employees* or any combination. See more information under "Who takes the training".
 
*Employee does NOT include temporary or leased employees, or a subcontractor which is an independent contractor.

 

How much RCE is required?


Unless exempt from residential continuing education (RCE) or have a limited RCE exemption, residential contractors must complete 16 hours of residential continuing education during the two year license period as follows:

Through September 30, 2013
Eight hours must be in mandatory subject areas (Core). This includes:

  • 3 hours of CCB's Laws, Regulations and Business Practices (LRB)
  • 3 hour Building Exterior Shell Training (BEST) class
  • 2 hours of Building Codes courses
  • Eight hours are discretionary (Electives).

Beginning October 1, 2013

  • 3 hours CCB's Laws, Regulations and Business Practices (LRB)
  • 2 hours of Building Codes
  • 11 hours Electives


Contractors can choose electives that are construction or business related, that the contractor determines is important for their business, or helps with the business' success. See "What qualifies as electives". 
 
 
Residential Developers
Contractors with a Residential Developer (RD) endorsement are completely exempt from RCE requirements.
 
Residential Limited Contractors
Contractors endorsed as a Residential Limited Contractor (RLC) are required to complete the following:

Through September 30, 2013

  • 3 hours CCB's Laws, Regulations and Business Practices (LRB)
  • 3 hours Building Exterior Shell Training (BEST)
  • 2 hours Building Codes

Beginning October 1, 2013

  • 3 hours CCB's Laws, Regulations and Business Practices (LRB)
  • 2 hours Building Codes
  • 3 hours Electives

Contractors with Limited Exemptions
Contractors with an active plumbing or electrical license through Department of Consumer and Business Services: Building Codes Division (BCD); or have an owner or corporate officer that maintains an Oregon architect or engineer license have limited exemptions. They must complete:

  • 3 hours in Core subject area of CCB Laws, Regulations and Business Practices; and
  • 13 hours of electives.

 

What is Core continuing education?

Core continuing education consists of:

  • 3 hour class in Building Exterior Shell Training (BEST)
  • 2 hours in Building Codes course
  • 3 hours in CCB Laws, Regulations and Business Practices (LRB)

 
The CCB approves providers and classes for BEST and Building Codes. The CCB delivers the training on CCB Laws, Regulations and Business Practices (LRB).

NOTE: Contractors that took an approved Green and Sustainable Building Practices course on or before September 30, 2011 may use those hours to qualify for the Building Codes requirement.


What qualifies as Elective continuing education?


Contractors can find education that qualifies as electives in many places. The CCB has found that many contractors take training during their licensing period that would be considered elective continuing education. Many of these are low or no cost. If you have not completed any of the following or you need more, this list may help you find what you need.
 
1. Manufacturers offering installation training (typically low or no cost):

  • Did a supplier or manufacturer offer training to you or your employee on the installation of a new product? Perhaps training on a new piece of equipment?
  • Many places where contractors purchase building supplies offer trainings regularly. (This includes local supply stores or big box stores) Did you attend any of those?
  • Did you attend a contractor trade show offering education events?  

2. Safety trainings (typically low or no cost):

  • Did you or your employees attend First Aid or CPR trainings?
  • Do you hold regular safety meetings?
  • Have you or any employees attended training on back safety? Fall prevention? Or other safety type training?

 
3. Business training (typically low or no cost):

  • Have you or your employees attended any business seminars or workshops through your local Chamber of Commerce?
  • Training or assistance through the Small Business Development Centers located through most community colleges?

 
4. Trade associations (typically low or no cost):

  • Have you or your employees attended a trade association's workshop? Remember most associations offer these for both members and nonmembers!
  • Oftentimes during regular monthly meetings they offer an education and training hour-did you or your employees attend any of those?

 
5. Colleges, Universities or Trade Schools:

  • Did you or your employees take any business related credit or noncredit classes on business such as computers, billing, marketing, etc.
  • Did you or your employees take any trade related courses?

 
6. Education for other construction related licenses or certifications:

  • Do you or your employees hold a construction related license in a trade such as electrician, plumber, locksmith, or home inspection? Any education taken to maintain those licenses or certifications qualify.
  • Did you or your employees complete any lead-based paint training?

  

Who takes the training?

Continuing education can be taken by the owners, officers, members, employees* or any combination.
 
Two or more owners, officers, members or employees* taking the same course are permitted to count all the hours toward the total amount of RCE hours needed. Example: The owner and the office manager took a 2 hour class called "Better Customer Service". The business would have 4 hours toward their RCE electives.
 
An owner, officer, member or employee* may not count the same course if taken more than once during the license period.
 
*Employee does NOT include temporary or leased employees, or a subcontractor which is an independent contractor.

 

Are there any exemptions?


Plumbing and Electrical Contractors, Architects and Engineers
The following residential contractors are exempt from the three hour Building Exterior Shell Training (BEST) and two hours of building codes subject areas required as part of the Core Residential Continuing Education:

  1. Electrical contractors licensed under ORS 479.630
  2. Plumbing contractors licensed under ORS 447.010 to 447.156
  3. Contractors that have an owner or officer licensed as an architect under ORS 671.010 to 671.220.
  4. Contractors that have an owner or officer licensed as an engineer under ORS 672.002 to 672.325.
  5. Contractors that have certified they do not perform or arrange work on a residential dwelling or out building.

Contractors identified in 1 - 5 must substitute the five core hours with five elective hours. They are required to take three core hours in CCB Laws, Regulations and Business Practices.

Residential Developers
Contractors endorsed only as a Residential Developer (RD) are exempt from all continuing education requirements.
 
 
Residential Limited Contractors
Residential Limited Contractors are required to complete 8 hours of residential continuing education. See "How much RCE is required".


What will I need to prove the continuing education?

Contractors must fill in specific information about the classes taken on their renewal form. You do not need to provide completion certificates unless you are asked to submit proof.
 
You must keep proof of all continuing education taken by you and those in your company for at least two years after you have used the hours to qualify for RCE. 

 

What if I have both a residential and commercial endorsement?

Contractors having both endorsements must fulfill the requirements established for the residential continuing education requirement and the commercial requirement.
 
The hours taken for the residential obligation (Core and electives) apply towards the commercial obligation.
