Wednesday, August 21 - Regular meeting: 1 to 5:00 p.m.
Prior to the start of the meeting, commissioners and some DEQ staff will tour the household hazardous waste facility in La Grande. The tour is informational and no commission business will be conducted before or during the tour.
A. Action item: Minutes from the March 20-21, 2013, regular EQC meeting
Commissioners will review and take action on the draft minutes from a recent commission meeting.
B. Informational item: Welcome and introductions to La Grande and Eastern Oregon University
La Grande Mayor Pokortney and Eastern Oregon University President Bob Davies and Provost Steve Adkison will welcome the commission to La Grande and Eastern Oregon University.
C. Informational item: Eastern Oregon Regional Solutions Team
Randy Jones, DEQ’s Eastern Oregon Regional Solutions Team member, and others will present an informational item about the work of the team and highlight recent projects and successes.
D. Informational item: Water quality temperature standards
DEQ staff will present an update about DEQ’s water quality temperature standards program and permitting activities. Following the staff presentation, and at approximately 3:30 p.m., the commission will open a 30-minute session for public comment specific to this topic. People wishing to present comment must complete a request-to-speak form, available at the meeting, and comments will be taken in the order of these submitted forms.
E. Informational item: Watershed programs in eastern Oregon
Jeff Oveson, Grande Ronde Watershed model program director, will present information about successes and challenges facing eastern Oregon’s watersheds.
The commission will recess its regular meeting at approximately 5 p.m. until 8:30 a.m. on Thursday, August 22.
The commission will hold an informal session from 5:30 to 6 p.m. with local officials followed by an open forum from 6 to 6:45 p.m. for any person interested in speaking with the commissioners and DEQ staff on environmental topics. No commission business will be held during these sessions, which are an opportunity for commissioners to meet the representatives from the La Grande area and hear directly from area residents reading their environmental concerns.
Commissioners and some DEQ staff may attend an informal, optional and self-pay dinner in downtown La Grande on Wednesday evening. No commission business will be held during dinner. Public meeting law requires notice of this dinner.
Thursday, August 22 - Regular meeting: 8:30 a.m. to 4:30 p.m.
At 8:30 a.m., the commission will open public forum. This item is scheduled for 60 minutes, but time allotted may be extended or shortened at the commission’s discretion. People may present comment in-person or remotely by teleconference call at one of several DEQ offices across the state. No comments may be presented on DEQ rulemakings for which the public comment period has closed. All people wishing to comment must complete request-to-speak forms and the commission may limit times based on the number of people wishing to comment.
People wishing to present comment in-person may do so in room Hoke 309 at Eastern Oregon University in La Grande. People may also present comment via telephone from the Portland (headquarters), Bend or Medford DEQ offices.

G. Informational item: State of the Region
Linda Hayes-Gorman, Eastern Region Division administrator, will present an update on projects and activities in DEQ’s Eastern Region offices and territory.
H. Action item: Conversion technology proposed rules
DEQ staff will present proposed rules and permit details for conversion technology facilities in Oregon. The proposed rules, if adopted, would create a new type of permit class and related program rules for these facilities.
I. Informational item: Budget and legislative updates
DEQ staff will present an update on federal, state and agency budget developments and provide a summary of legislative actions affecting DEQ from the 2013 Oregon legislative session.
Lunch and executive session
Commissioners, legal counsel and some DEQ staff will meet for a working lunch and executive session from approximately noon to 1:30 p.m. The session will be held pursuant to ORS 192.660(2) (h).
J. Action item: Contested case hearing
The commission will hear arguments and take action on a contested case regarding water quality enforcement.

The commission will take action to elect a new chair and vice-chair, pending the end of service for Chair Blosser.

Deputy Director Hammond will present updates on DEQ activities and projects of interest to the commission.

The commission will adjourn its regular meeting at approximately 4:30 p.m.
