A. Action item - Draft meeting minutes from December 2013 and January 2014
The commission will review and take action on meeting minutes from the Dec. 11-12, 2013, regular and Jan. 24, 2014, special EQC meetings.

B. Action item: Contested case hearing
This item is deferred.
C. Informational item: DEQ’s brownfields and redevelopment work
DEQ staff will present an overview informational item about DEQ's brownfields work, including its green remediation policies and economic development opportunities.

D. Informational item: Information technology and infrastructure at DEQ
DEQ staff will present an update on agency IT plans and IT infrastructure and planning at the state and agency level.

E. Informational item: Materials management one-year update
DEQ staff will present a one-year update on the Materials Management program, its successes and next steps toward the 2050 vision for materials management in Oregon.
F. Commissioner reports
Commissioners will provide verbal updates on their activities and other items of interest to the commission.

Lunch and executive session
Staff from the Oregon Department of Justice will present updates about litigation, in process and pending, during an executive session with the commission and some DEQ staff over a working lunch. This session will be held pursuant to state meeting law. The commission will recess for lunch and the executive session from approximately noon to 1:30 p.m.
G. Commissioner work session
Commissioners will hold a self-facilitated work session to discuss commission goals, planning and other matters.

The commission will recess at approximately 5:30 p.m. until 8:30 a.m. on Thursday, March 20. On Wednesday evening, commissioners and some DEQ staff may attend an information and self-pay dinner in downtown Portland. No commission business will be held at this dinner.

H. Public forum
The commission will reconvene at 8:30 a.m. for public forum. During this 45-minute item any person may present comment on environmental issues except a proposed rule action for which the comment period has occurred and closed. Each person is asked to complete a short registration form and to limit comments to five minutes or less. Comments are taken in the order they are received. The commission may extend or shorten this item at its discretion.
People may participate in-person in Portland or via conference call at the Bend, Medford, or Pendleton DEQ offices.

I. Director's report
Director Pedersen will provide written and verbal updates on federal and state environmental activities and other items of interest to the commission.

J. Informational item: Forestlands water quality update
DEQ staff will co-present this item with staff from the Oregon Department of Forestry on the joint roles and responsibilities of the departments and boards for managing water quality on forested land in Oregon. The presentation will include updates on a proposed Board of Forestry rule concept, temperature standards development at DEQ and the Mid-Coast TMDL plan.

K. Informational item: Budget and legislative update
will present updates about the 2014 Oregon Legislative Session outcomes, DEQ’s budget development process for 2015-17 and general financial updates.

L. Informational and recognition item: 2013 Charitable Fund Drive award
Representatives from the Governor’s Charitable Fund Drive will recognize DEQ’s staff for its contributions during the 2013 campaign, the highest for an agency DEQ’s size.

M. Action item: Water Resources Commission liaison position
Director Pedersen will present a proposal to create a formal liaison position between EQC and the Water Resources Commission.

N. Action item: Clean Diesel rule revisions
DEQ staff will present proposed rule revisions for the Clean Diesel program. The proposed rules would make permanent some revisions the commission approved as temporary rule changes in October 2013, and align the Oregon Clean Diesel program requirements with federal requirements.

O. Action item: Update for Oregon SIP to include LRAPA air quality rules
Merlyn Hough, Lane Regional Air Protection Authority director, will co-present the proposed rules with DEQ staff from the air quality program. The proposed rules would update Oregon’s State Implementation Plan to include rules approved by LRAPA since 2010. The update is a required element of DEQ’s air quality program.

The commission will adjourn its public meeting at approximately 3 p.m. Following the close of the meeting, the commissioners will meet with Director Pedersen for an executive session and his annual review for 2013.
