Wednesday, June 18, 2014 - 8:30 a.m. to 5 p.m.
A. Tour: Bonneville Dam
Prior to the start of the meeting, commissioners and some DEQ staff will attend a tour of Bonneville Dam. Due to federal security limits, this tour is not open to the public. No commission business will be conducted during the tour.
The commission’s tour, travel and lunch will take place between 8:30 a.m. and 1 p.m. The meeting will convene at approximately 1:15 p.m.
B. Action item: Draft meeting minutes from March 2014
The commission will review and take action on meeting minutes from the March 20-214, 2014, EQC meeting.
C. Informational item: Commissioner reports
Commissioners will provide verbal updates on their activities and other items of interest to the commission.

D. Informational item: Toxics reduction and Pesticide Stewardship Partnership update
DEQ staff, project partners and guests will co-present an update on implementing the agency’s Toxics Reduction Strategy and highlight examples of Pesticide Stewardship Partnership successes in and near The Dalles.
E. Informational item: Port of The Dalles
DEQ staff and representatives from the Port of The Dalles will discuss environmental and economic development opportunities at the Port.
F. Action item: Contested case hearing
This item is deferred until the August 2014 EQC meeting
G. Informational item: U.S. Army Corps of Engineers’ spill waiver application
DEQ staff will present information about a proposed waiver renewal for the U.S. Army Corps of Engineers operation of fish spill activities at the four mid- and lower-Columbia dams. The current waiver expires in 2014 and DEQ intends to bring a new five-year waiver and agreement for commission review and action at the August 2014 EQC meeting.
The commission will recess at approximately 5 p.m. until 8:30 a.m. on Thursday, June 19. Commissioners and some DEQ staff will hold an informal meet-and-greet session with the Columbia River Gorge Commission from 5 to 6 p.m. on Wednesday evening, but no commission business will be conducted during the session.
On Wednesday evening, commissioners and some DEQ staff may attend an informal and self-pay dinner in The Dalles. No commission business will be held at this dinner.
Thursday, June 19 – 8:30 a.m. to 5:30 p.m.
H. Public forum
The commission will reconvene at 8:30 a.m. for public forum. During this 45-minute item any person may present comment on environmental issues except a proposed rule action for which the comment period has occurred and closed. Each person is asked to complete a short registration form and to limit comments to five minutes or less. Comments are taken in the order they are received. The commission may extend or shorten this item at its discretion.
People may present comment in-person in The Dalles or via conference call at the Portland (headquarters), Bend, Eugene, Medford and Pendleton DEQ offices.

I. Informational item: Budget and legislative update
DEQ staff will present updates on federal, state and agency budget information and provide updates on state legislative matters.
J. Action item: Director Pedersen’s 2013 transactions
DEQ staff will present the director’s annual transactions for commission review and approval. This review is required by state and agency accounting practices and policies.
K. Action item: Proposed fee increase for Air Contaminant Discharge Permits
DEQ staff will present proposed fee increases for Air Contaminant Discharge Permits. The proposed increase of 20 percent would also correct the calculation for greenhouse gas permit fees and change the calculation of time period for reporting from a rolling 12-month year to a set calendar year.
L. Action item: Smoke Management Program rule revisions
DEQ staff will present the updated Smoke Management Program rules for commission action. The revised rules include an updated Smoke Management Plan for Oregon and are a joint rulemaking role with the Board of Forestry.
M. Action item: Clean Fuels Program Phase 1 permanent rule revisions
DEQ staff will present permanent rules for Phase 1 of the Clean Fuels program. The commission approved temporary rules for Phase 1 in December 2013, and those rules simplified and clarified elements of the program. The proposed rules would make those amendments permanent.
Lunch and executive session
Staff from the Oregon Department of Justice will present updates about litigation, in-process and pending, during an executive session with the commission and some DEQ staff over a working lunch. This session will be held pursuant to state meeting law. The commission will recess for lunch and this executive session from approximately 12:15 to 1:30 p.m.
N. Informational item: Watershed studies
Guest presenters will provide the results to date of three long-term paired-watershed studies for water quality on forested lands in Oregon.
O. Informational item: Water quality management approach for temperature
DEQ staff will present on DEQ’s approach to water quality management for temperature issues.
P. Informational item: Local environmental concerns and opportunities
DEQ staff, guests and representatives from the Oregon Department of Agriculture will co-present an item focused on the variety of environmental opportunities in and near The Dalles including the coordinated multi-agency response to a 2013 wildfire that threatened the drinking water source for The Dalles and innovative compliance projects for area farmers.
Q. Informational item: EQC Key Performance Measure
DEQ staff will present a review of the existing Key Performance Measure, and related survey, for the commission’s required annual self-evaluation. DEQ intends to issue the annual survey in July 2014, following any revisions requested by the commissioners, and will bring the final analysis for discussion at the August 2014 EQC meeting.
R. Informational item: Director’s report
Director Pedersen will provide written and verbal updates on federal and state environmental activities and other items of interest to the commission.
The commission will adjourn its public meeting at approximately 5:30 p.m.
