DEQ proposed a revision of the grant rules and solid waste permitting and tipping fee rules. This implements recently adopted legislation, Senate Bill 245 and supports implementing Materials Management in Oregon: 2050 Vision and Framework for Action.
Proposed rule changes included:
Increase per-ton solid waste disposal permit and tipping fees permitted solid waste disposal facilities pay to amounts that will adequately fund materials management program activities. The change would increase solid waste permit fees from $0.30 per ton of waste disposed and the tipping fees from $0.81 per ton of waste disposed.
Apply tipping fees and orphan site fees to additional classes of facilities, including construction/demolition and tire landfills, to be collected starting July 2019.
Define a reimbursement mechanism for distressed counties that will have a portion of the tipping fee increase returned to them.
Update solid waste planning and recycling grant rules.
Update rules to conform to other changes in Senate Bill 245.
