Rulemaking

Proposed rulemaking

Jerry Ebersole,  503-229-6974

DEQ proposes the Environmental Quality Commission approve rules to:

  • Increase air contaminant discharge permit fees. Increase existing air contaminant discharge permit fees by 14 percent to restore adequate funding for operating Oregon’s air contaminant discharge permit program.
  • Establish new fees for construction, renewal applications and source test reviews. Create new fees for certain construction applications, permit renewal applications, and source test reviews, to limit the increase in air contaminant discharge permit fees to 14 percent.
  • Adjust the calculation for greenhouse gas reporting fees. Adjust greenhouse gas reporting fees from 12.5 percent to 11.0 percent for air contaminant discharge permit holders. This technical correction would prevent the 14 percent air contaminant discharge fee increase from also increasing the current greenhouse gas reporting fees.
DEQ has appointed an advisory committee to review issues related to the proposed rules.
