A. Action item: Draft meeting minutes from June 2014
The commission will review and take action on draft meeting minutes from the Nov. 5- 7, 2014, regular and Nov. 20, 2014, special EQC meetings.

B. Action item: Proposed revisions to the water quality standards for ammonia  |  Slides
DEQ staff will present proposed revisions to the water quality standards for ammonia, in response to EPA’s disapproval of the prior ammonia value in Oregon’s standards for water quality toxics.

J. Action item: Bond sale authorization
DEQ staff will present a request for commission authorization and other related actions for DEQ to solicit a state bond sale to support the Clean Water Act State Revolving Fund Loan Program.
 
K. Informational item: Budget and legislative updates
DEQ staff will present updates on the 2015-17 agency budget process, state and federal budget information and state and federal legislative matters of interest to the commission.

L. Action item: Budget certification
DEQ staff will present updated 2015-17 budget materials for the commission’s review and approval. The commission chair must certify all budget materials before DEQ can submit them to the Oregon Department of Administrative Services.

D. Action item: Proposed fee increase for Title V permits  |  Slides
DEQ staff will present a proposed fee increase for Air Quality Title V Permits, based on the 2014 Consumer Price Index increases.

E. Informational item: Air quality program updates
DEQ staff will present information about proposed rule changes that affect many parts of the agency’s Air Quality Program, including some types of permits. DEQ intends to bring the rule package for commission in April 2015.

F. Action item: Proposed Clean Fuels Program Phase 2 rules
DEQ staff will present proposed rules for phase 2 of the Clean Fuels Program.

G. Informational item: Director’s report
Director Pedersen will present written and verbal updates about DEQ, state and federal environmental activities of interest to the commission.

H. Informational item: Commissioner reports

Commissioners will provide verbal updates on their activities and other items of interest to the commission.
 
The commission will recess at approximately 4:30 p.m. until 9 a.m. on Thursday, January 8. On Wednesday evening, commissioners and some DEQ staff may attend an informal, optional and self-pay social dinner in downtown Portland. Per state meeting law, no commission business will be discussed at the dinner.
 
Thursday, Jan. 8 - 8:30 a.m. to 1:30 p.m.

I. Public forum
The commission will reconvene at 8:30 a.m. for public forum. During this item any person may present comment on environmental issues except a proposed rule action for which the comment period has occurred and closed. Each person is asked to complete a short registration form and to limit comments to five minutes or less. Comments are taken in the order they are received. The commission may extend or shorten this item at its discretion.

C. Informational item: Proposed water quality standard modification for total dissolved gas
DEQ staff and guest panelists will present information regarding a proposed modification to the water quality standard for total dissolved gas at four dams along the lower Columbia River. These dams are operated by the U.S. Army Corps of Engineers and the proposed modification is related to fish passage for migrating salmonids. DEQ intends to propose an order for commission action in early 2015 that would allow the standard modification. 

The commission will adjourn its public meeting at approximately noon.
 
Following adjournment, the commission will meet for a working lunch and executive session. Staff from the Oregon Department of Justice will present updates about litigation, in-process and pending, during an executive session with the commission and some DEQ staff over a working lunch. This session will be held pursuant to state meeting law and will end at approximately 1:30 p.m.
