Wednesday, Aug. 12, 2015 – 8:30 a.m. to 5 p.m.

The commission will convene at 8:30 a.m. for its regular meeting agenda.
A. Action item: Draft meeting minutes from June 2015  |  Audio
The commission will review and take action on draft minutes from the June 10-11, 2015, regular EQC meeting.
DEQ will present a summary of the EQC’s annual self-evaluation survey, used as a state Key Performance Measure for the commission’s effectiveness.
C. Informational item: Budget update
DEQ will present an update on the agency’s budget as a follow-up to the 2015 Oregon Legislative Session.
D. Informational and discussion item: Legislative Session update and budget development process
DEQ will provide summary and follow-up information regarding the 2015 Oregon Legislative Session. Staff will solicit commissioner feedback and interest related to the budget and legislative agenda development process for the 2017-19 biennium.
E. Informational item: Water Quality Trading Policy updates  |  Audio
DEQ staff will present an overview of proposed revisions to the Water Quality Trading Policy. DEQ intends to bring proposed program rules for commission action at the December 2015 EQC meeting.
F. Action item: Temporary rules for wastewater permit fee increases  |  Audio
DEQ staff will present a request for commission action on a proposed 12 percent increase to wastewater permit fees. The proposed rules are temporary and, if approved, will expire after 180 days. DEQ anticipates bringing permanent rules for wastewater permit fee increases to the December 2015 EQC meeting.
DEQ staff will present a request for delegation to Director Pedersen of rulemaking authority for typographical, administrative or other non-substantive corrections to commission-approved rules.
G2. Action item: Authorization for DEQ’s director to rule on specific motions to correct the commission record  |  Audio
DEQ staff will present a request for authorization for Director Pedersen to rule on motions and then correct, if necessary, the commission record when petitioned to do so under specific legal parameters.
H. Informational item: Oregon Watershed Enhancement Board initiatives and strategic investments   |  Audio
Staff from the Oregon Watershed Enhancement Board will lead a discussion of OWEB’s work, including statewide initiatives and strategic investments for watershed enhancement.
The commission will recess for lunch from 12:15 to 1:15 p.m.
Members of the North Coast Regional Solutions Team, including DEQ’s staff representative, will present highlights of the team’s work. This item will also include information about the afternoon tour.
J. Tour: Environmental projects in Astoria 
Commissioners, some staff and project partners will take an afternoon tour of environmental projects in Astoria. The tour will return to the meeting venue at approximately 5 p.m. 
The commission will recess at approximately 5 p.m. until 8:30 a.m. on Thursday, August 13.
Wednesday evening meet-and-greet with local officials and Astoria town hall
Commissioners and some DEQ staff will participate in an informal session on Wednesday evening. The session will take place from 5:30 to 7 p.m. and is not part of the formal commission agenda. Any comments or discussion will not recorded and will not be considered part of the formal commission record, and the event is an opportunity for Oregonians to discuss environmental matters in an informal setting. 

Thursday, Aug. 13, 2015 – 8:30 a.m. to 4 p.m.  

The commission will reconvene at 8:30 a.m. for its regular meeting agenda.
K. Informational item: Stormwater management practices  |  Audio
Representatives from Hampton Lumber will present about the innovative techniques used for stormwater management at the company’s facilities in Tillamook, including the implementation of best practices and technologies developed in partnership with local schools.
Representatives from the four ports along the north coast will present information about their activities and development plans at the ports.

N. Public forum  |  Audio
The commission will open public forum at 11 a.m. During this item any person may present comment on environmental issues except a proposed rule action for which the comment period has occurred and closed. Each person is asked to complete a short registration form and to limit comments to five minutes or less. Comments are taken in the order they are received. The commission may extend or shorten this item at its discretion.
People may present comment in-person in Astoria at the meeting venue or via conference call at one of several DEQ offices.

The commission, legal counsel and some staff will meet for an executive session and working lunch from 12:15 to 1:30 p.m. This executive session will be held in accordance with state public meeting laws.
O. Action item: Contested case hearing  |  Audio
The commission will hear information and take action on a contested case hearing regarding solid waste-related environmental violations and the related civil penalties.
P. Informational item: Director’s report  |  Audio
Director Pedersen will present written and verbal updates about DEQ, state and federal environmental activities of interest to the commission. 
Commissioners will provide verbal updates on their activities and other items of interest to the commission. DEQ staff will also solicit commissioner feedback on future agenda topics for EQC meetings.
The commission will adjourn at approximately 4 p.m.
