A. Action item: Meeting minutes
Commissioners will take action on the proposed draft minutes from recent regular and special EQC meetings.
 
B. Public forum
There is no document for this item.
 
At approximately 8:10 a.m., the commission will open a 50-minute public comment opportunity. People who wish to present comment are asked to complete a short registration form, available at the meeting, and are asked to limit comments to five minutes or less. No comments may be presented on a proposed rule adoption for which a comment period has been held and closed.
People may present comments in-person at the Boardman meeting venue, or via telephone conference call at three DEQ offices:

C. Informational item: Process updates regarding director’s recruitment
Commissioners will discuss the process, status and potential next steps for the recruitment of DEQ’s permanent director.
 
D. Action item: Scheduling special meetings for fall 2016
Commissioners will discuss and potentially take action to set dates for special EQC meetings in the fall. The meeting content may include certain required elements of the director’s recruitment process and potential review and action on proposed permanent rules currently set to expire Oct. 18, 2016, pertaining to air quality emissions from colored art glass manufacturers in the Portland Air Toxics Solutions geographic area.
 
E. Action item: Annual self-evaluation survey results
Commissioners will review and take action on the results of the annual self-evaluation survey for EQC. The survey is a Key Performance Measure for DEQ and must be submitted with its Agency Request Budget on Sept. 1, 2016.
 
F. Informational item: Director’s report
This report is not yet available.
 
Interim Director Shepherd will present written updates on items of interest to the commission.
 
G. Informational item:Portland General Electric fuels and plant conversion
Representatives from Portland General Electric will present information about the conversion of the Boardman electrical plant from coal power to other energy sources and other company efforts.

The commission will recess from approximately noon to 1 p.m. for lunch.
H. Action item: Rule revisions for the Oregon Clean Fuels Program
DEQ staff will present proposed rule revisions to some elements of the Oregon Clean Fuels Program. The proposed rule updates would correct several typographic errors and also would correct a miscalculation of how the clean fuel standards and the carbon intensity values of two fuel pathways are calculated.
 
I. Action item: Rule revisions for water quality bacteria standards
DEQ staff will present proposed rule revisions for Oregon’s water quality standards for bacteria. The proposed revisions would incorporate new federal rules and update other elements of the existing bacteria standards.
 
J. Informational item: Budget and legislative updates
DEQ staff will present updates on agency, state and federal budget and legislative matters of interest to the commission, including actions at Legislative Days in May 2016.
 
K. Action item: 2017-19 Agency Request Budget certification
DEQ staff will present DEQ’s 2017-19 Agency Request Budget for commission approval and the chair’s signature as certification of the budget information.
 
L. Informational item: Commissioner reports and agenda planning
Commissioners will present written and verbal updates on their recent activities and other items of interest to the commission. Staff will present potential items or planning ideas for future EQC meetings.
 
M. Evening session 
From approximately 5:30 to 6:30 p.m., the commission will hold an informal meet-and-greet session at the SAGE Center. During this session, commissioners, DEQ staff, invited guests and others will have the opportunity to discuss local projects and environmental concerns in an informal setting.
 
The commission will recess at approximately 6:30 p.m. Some commissioners and DEQ staff may attend an informal self-pay dinner in Boardman. No commission business will be held at the social dinner.

A joint meeting with the Water Resources Commission
This item will be presented at Hermiston City Hall: 180 NE 2nd Street

N. Informational item and tour: Innovative water projects in the Hermiston area
Representatives from the City of Hermiston and project partners will present an overview of water recycling and other innovative water quantity and quality improvements being used in the Hermiston area. Following the informational session, commissioners and staff will depart for a tour of some of the projects described.
 
Please note: The public may attend the tour, but transportation can only be provided for state agency staff and commissioners per state liability requirements. If you wish to join the tour, you must make your own transportation arrangements.

O. Informational and discussion item: Joint meeting of the Water Resources Commission and EQC
Staff from DEQ and the Water Resources Department will present informational overviews on several water-related projects, including the state’s Integrated Water Resource Strategy. This item is an opportunity for commissioners and staff to discuss areas of shared responsibilities, current challenges for water quality and quantity and potential next steps for the agencies, commissions and state.
 
Following item O, the commission will adjourn its regular meeting. Please note, the commission will meet for an informal lunch from 12:30-1:30 and hold an afternoon executive session, which is closed to the public under Oregon state meeting law.

The commission will meet in executive session from approximately 2:30 to 4:30 p.m. The session will be held pursuant to ORS 192.660(2)(a) and ORS 192.660(7).
 
The commission's next regular meeting is Nov. 2-3, 2016, in Ashland for a joint meeting with the Oregon Board of Forestry.
