The commission will meet for a working lunch and executive session from approximately 11:30 a.m. to 1 p.m. This session will be held under the authority of ORS 192.660(2)(h).

B. Opening and welcome: New commissionersThe commission will open its meeting with an introduction of three new commissioners: Kathleen George, Molly Kile and Wade Mosby. The three new commissioners started their service May 3, 2017.

C. Action item: Meeting minutesCommissioners will take action on the proposed draft minutes from recent EQC meetings.

D. Action item: Delegation of specified administrative functionsThe commission may delegate specified functions to the DEQ director, for the purpose of correcting typographical and other administrative errors in DEQ’s rules without engaging a formal rulemaking process. DEQ staff will propose that delegation is made to Richard Whitman, DEQ director as of Feb. 14, 2017.

E. Action item: Designation of deputy directorUnder Oregon law, the DEQ Director may appoint a deputy director, with the approval of the commission. In order for the director to delegate full executive functions to a deputy, this appointment and approval is needed. Director Whitman will recommend that the commission approve his appointment of Leah Feldon as Deputy Director.

I. Informational item: Cleaner Air Oregon updatesDEQ staff will present updates on the timeline and process for engagement related to the Cleaner Air Oregon program. Partners from the Oregon Health Authority may co-present this item.

Lunch - The commission will recess from approximately noon to 1 p.m. for lunch.
At approximately 1 p.m., the commission will open a 60-minute public comment opportunity. People may present in-person at the meeting or by telephone conference call.

K. Informational item: Commission metrics and commissioner rolesCommissioners will discuss their roles, on EQC and as potential liaisons to other state boards and commissions, and potential metrics for agency evaluation.
L. Informational item: Outreach and engagement modelsOregon Watershed Enhancement Board Director Meta Loftsgaarden will present on the work her agency is undertaking around mission measurement and its strategic plan, including outreach strategies.

M. Informational item: Director’s report Director Whitman will present written and verbal updates on items of interest to the commission.
The commission will recess at approximately 4:30 p.m. until 9 a.m. on Thursday, July 13, 2017. Some commissioners and DEQ staff may attend an optional, self-pay dinner on Wednesday evening in Portland. No commission business will be conducted at the dinner.

Q. Informational item: Water Quality Permitting Program updates
DEQ staff will present updates on the progress of the Water Quality Permitting Program improvement project, as requested for each commission meeting.

R. Informational item: Updates to Oregon’s Integrated Water Resource StrategyStaff from the Oregon Water Resources Department will present on updates to the Integrated Water Resource Strategy. DEQ is a partner in the strategy, which is led by WRD, but the commission has no formal requirement to adopt the strategy.

T. Informational item: Budget and Legislative updatesDEQ staff will present updates on agency, state and federal budget and legislative matters of interest to the commission, including updated agency budget information.
U. Discussion and potential action item: Commissioner reports and agenda planningCommissioners will present written and verbal updates on their recent activities and other items of interest to the commission. Staff will present potential items or planning ideas for future EQC meetings. Commissioners may take action during this item to assign roles for new commissioners.
The commission will adjourn at approximately 5 p.m.
