Introduction
The Oregon Department of Human Services (DHS) is committed to a discrimination and harassment free work environment. It is the policy of DHS to provide a work environment free from discrimination, harassment, intimidation, bias and bullying on the basis of race, color, religion, sex, marital status, national origin, disability, age, sexual orientation, gender identity, and any other protected class under federal or state laws. Consistent with this objective, DHS has implemented policies and practices for employees, contractors, and program participants/clients to follow.
The Office of Equity and Multicultural Services (OEMS) (for employee complaints) and Governor’s Advocacy Office (GAO) (for client complaints) are responsible to promptly and thoroughly investigate allegations based upon discrimination or harassment related to a protected class. Note that each office has separate and distinct processes, so it is important to file your complaint with the appropriate party.
For Clients
The Governor’s Advocacy Office (GAO) handles the intake of client civil rights complaints related to DHS programs. The DHS Client Complaint and Report of Discrimination process offers a complaint form that you can complete and submit (see GAO Forms). Please note that OEMS does not handle client complaints.
