Financial Recovery

Financial recovery comprises several programs under the Office of Payment Accuracy and Recovery that help offset costs of human services by collecting money from individuals, the estates of people who received certain DHS services, institutions, and others. These groups assure program integrity by improving payment accuracy and recovery efforts throughout the department.


The Administration Section is responsible for providing leadership to DHS recovery efforts. The Administration Section takes the lead in championing IT system and process improvement efforts as well as coordinating business planning, business continuity, and the budget and legislative processes for the Office.

Client Maintenance

CMU works with Children, Adults and Families (CAF), Adults and People with Disabilities (APD), Child Welfare (CW), Oregon Youth Authority (OYA), Area Agencies on Aging (AAA), and Health Services. In making changes/corrections to eligibility coding.

Data Match Unit

The Data Match Unit (DMU) works a variety of federally mandated reports in conjunction with other states to achieve their goal of ensuring program integrity while reducing erroneous benefits and identifying fraud.

Estate Administration

Federal and state law may require the Department of Human Services or the Oregon Health Authority to seek reimbursement from a recipient’s estate for some or all the benefits the individual received from the following programs:

  • Medical Assistance (Medicaid)
  • General Assistance
  • Oregon Supplemental Income Program
  • A monthly contribution to help pay for Medicare Part D

Health Insurance

The Health Insurance Group (HIG) ensures that third party resource information for DHS and OHA clients is entered accurately and timely into the Medical Management Information System (MMIS). The unit reviews, researches, analyzes, verifies and enters third party medical resources, which result in cost avoidance of Medicaid expenditures, recoupment of expenses incurred in error, and accurate and timely payment of claims. HIG works with DHS staff statewide, as well as insurance carriers, managed care providers and other state agencies.

Medical Payment Recovery

The Medical Payment Recovery Unit is responsible for recovering Medicaid funds that have been expended where other insurance coverage should have been a primary resource. MPR works with insurance carriers, managed care providers, clients and other state agencies.

Overpayment Recovery occurs when DHS|OHA paid too much to clients or vendors of non-eligible cash, medical benefits, food benefits or vendor payments.

Overpayment Writing

The Overpayment Writing Unit (OWU) identifies and calculates overpaid benefits to DHS clients and child care providers. The goal is to assure that recipients of food stamps, medical, and other types of public assistance receive only the amount of benefits that they are actually eligible to receive.

Payment Error Rate Measurement (PERM)

PERM is a comprehensive federal review of how frequently errors occur when Medicaid claims are processed. It includes both paid and denied claims and is used to calculate a payment error rate.
