Non-Departmental adoptions in Oregon are those that are finalized in an Oregon court for a child who is not in the custody of the Department of Human Services (DHS). These adoptions can be:

  • Re-adoption
  • Independent adoption (includes step-parent, second-parent, relative and non-related)
  • Private agency adoption
  • Out-of-state public agency adoption
