New law gives tuition & fee waivers to youth for Oregon community colleges and public universities. At age 18, many foster youth become solely responsible for themselves almost overnight with little or no support. Tuition and fee waivers will alleviate one major challenge to gaining economic independence through education. The Oregon Legislature passed this law to address the unique needs of foster youth.

Currently, the Department is working on developing a centralized electronic process for obtaining youth ages 16 and older credit reports. We anticipate being online by Summer 2013.

Annualrcreditreport.com website can be used to obtain the credit report of foster youth 18 and over only. However, the Children’s Bureau has met with each of the three major Credit Reporting Agencies (CRA’s) on how to best comply with the new requirement of obtaining the credit report of youth ages 16 and older in foster care:

The President signed the Patient Protection and Affordable Care Act (P.L. 111-148) on March 23, 2010. The law amended 3 sections of titles IV-B and IV-E of the Act to ensure that children receiving independent living services and/or education and training vouchers, and those who are aging out of foster care have information and education about the importance of having a health care power of attorney or health care proxy, and to provide the youth with the option to execute such a document.

(Effective May 1, 2010) The Chafee Medical Program provides medical coverage for former State of Oregon foster/tribal youth aging out of foster care at age 18 or older (up to age 21). To qualify, foster youth must have received foster care medical when they turned age 18.
