DHS names assistant director for budget and policy analysis

Vic Todd, who has managed agency budgets for 14 years, has been named assistant director for finance and policy analysis in the Oregon Department of Human Services (DHS).

Todd, who lives in Salem, will be responsible for developing and monitoring the DHS budget of more than $4.5 billion annually. DHS' budget supports statewide services that reached more than 1 million people in 2002.

"Vic Todd is not only an effective analyst and manager with rich experience in our work, but he also closely involves staff who know client needs when shaping decisions," said Jean I. Thorne, DHS director. Todd was selected in an open recruitment, she said.

Todd succeeds Margy Johnson of Salem, who retired. Todd, who was Johnson's deputy, has headed DHS finance and policy analysis in an acting capacity since she left last summer.

He went to work for DHS in 1985 and was promoted in 1989 to budget development and fiscal analysis manager for what is now the agency's self-sufficiency area. He held other management and budget analysis roles before being named deputy for Finance and Policy Analysis in September 2001.

Todd holds a bachelor's degree in financial planning and control (1983) and a master's in business administration (1984), both from Oregon State University.
