Abstract:
Oregon Hospital Discharge data is collected by the Oregon Association of Hospitals and Health Systems (OAHHS) and is comprised of information on hospital discharges for the entire State of Oregon. Discharge data is currently available in a central repository for the years of 1995 through 2005. Data consist primarily of principal and secondary diagnoses and procedures, hospital IDs, length of stay, and limited demographic information. Information on emergency room visits, urgent care, outpatient surgery, and clinic visits are excluded in this database.
Purpose:
The HDI provides a central database of all hospital discharges for the entire state of Oregon for the purposes of public health surveillance and hospital policy analysis.
Supplemental_Information:
Although all hospital discharges are available,  all individual identifiers are removed and demographic information such as race and ethnicity is not included. HDI data is owned by the Oregon Association of Hospitals and Health Associations. This is secondary data provided by OAHHS.

Access_Constraints: OAHHS grants access to the Oregon Hospital Discharge Index using a Data License Agreement. HDI data is propriety and not available for unauthorized access. OAHHS grants a licensee an exclusive license to use the OAHHS HDI data. Only the licensee and its employees are allowed to use HDI data. The license granted by this agreement does not extend to parent company/companies or subsidiaries of the licensee.
Use_Constraints:
OAHHS grants access to the Oregon Hospital Discharge Index using a Data License Agreement. Only a licensee and its employees are allowed to use OAHHS HDI data. A licensee cannot, either during the term of this agreement or at any time thereafter, provide to any other person or legal entity use of HDI data. Data may be used by others in a summary form given HIPPA constraints.

This information is secured on a central server and access provided through a secure intranet connection to covered employees who have provided the Public Health Division an internal data use agreement. An individual user name and password provides access to the data files on the central server.

In no event shall OAHHS and its respective officers, directors, employees, agents, successors and assigns be responsible for any indirect, special, incidental, consequential or similar database to LICENSEE or any other person or entity resulting from LICENSEE’s use of OAHHS Hospital Discharge Data. LICENSEE agrees to indemnify and hold harmless OAHHS, its directors, officers, employees, agents, corporate affiliates, and any other contractors of OAHHS, from and against any and all claims, demands, or causes of action for any injuries, losses or violations of patient privacy or confidentiality rights (including all costs and reasonable attorney’s fees incurred in defending any such claim, demand or cause of action) arising out of the use of OAHHS Hospital Discharge Data, either alone or in combination with other data, by LICENSEE or its representatives, agents or employees under this Agreement.

LICENSEE acknowledges that neither OAHHS nor any related entity of OAHHS, including their officers, directors, employees and agents, in any way, directly or indirectly, make any representations or warranties regarding the accuracy or validity of data which is provided through pursuant to this Agreement, either alone or in combination with other data. LICENSEE agrees that the liability of OAHHS and any related entity of OAHHS, including their officers, directors, employees, agents, successors and assigns for any claim which LICENSEE might have based upon the accuracy or validity of data which is provided through use of the OAHHS Hospital Discharge Date, either alone or in combination with other data, or for any losses suffered by LICENSEE shall not exceed the return of the amount of the license fee paid by LICENSEE under this Agreement. LICENSEE further acknowledges that OAHHS shall not be liable for any loss due to interruption or delay in access to OAHHS Hospital Discharge Data due to electronic equipment failure, power failure, or other causes.
