Identify the primary causes for entry into Medicaid funded LTSS, and primary causes for cost increases in the LTSS system.


In fulfilling this charge, the subcommittee shall:

  • Review previous national and state level research in the causes of entry and cost drivers;

  • Consider both social and health factors of entry and cost drivers;

  • Identify and prioritize the most significant drivers to entry into Medicaid LTSS and cost drivers for Medicaid LTSS; and

  • Use findings of this research to inform the work of the SB 21 Steering Committee and the final SB 21 report.
