  • Reinventing government
    Workers meeting to improve and streamline a process Transformation Initiative cuts red tape, saves money
    Cutting red tape to deliver better, faster services to Oregonians at less cost has never been more important. Record-breaking numbers of Oregonians are turning to the state for help in weathering the economic recession.

    State government is struggling to meet the demand with dwindling resources. The Oregon Department of Human Services (DHS) and Oregon Health Authority (OHA) are leading the reinvention of government through its Transformation Initiative, proving that public agencies can change during tough times in ways that truly matter to the people of our state. By making processes more efficient and effective, the Transformation Initiative has delivered $106.5 million in savings so far, and marked improvements in customer service and quality.

The Transformation Initiative is our strategy for reinventing DHS and OHA to improve service to our clients. Transformation is changing agency cultures, the way business processes work and the way we engage with partners. Through transformation, we're:
--Cutting red tape;
--Delivering services better and faster to clients;
--Increasing transparency and accountability; and,
--Saving money
Transformation Initiative Themes
-- Developing people and culture.
-- Doing the right work the right way.
-- Engaging with partners for improved performance.
-- Getting more with DHS and OHA dollars.
-- Working together across divisions.
The Roadmap guides DHS and OHA on its journey to become world-class health and human services agencies. The document provides background on why and how the Transformation Initiative started, and includes an overview of our initial improvement initiatives.
Bright Idea recognition
light bulb
Transformation was named a creative and promising government program by the Bright Ideas initiative. The initiative is part of the Innovations in Government program, a program of the Ash Center for Democratic Governance and Innovation at Harvard Kennedy School.
Lean in government
Lean is the primary tool DHS and OHA uses to "do the right work, the right way." Lean provides a set of common tools and a system of thinking focused on identifying and removing waste in processes to provide more effective and efficient services to clients.
