There is an error located on page 9, under the Line 28 instructions for Form 20-INS.
The last sentence should read:
Enter a credit on your 2002 Form 20-INS for the amount of tax shown on your 2002 State Fire Marshal tax return, part 1, line 10, filed with the Insurance Division.
