Payment Service Provider Requirements

Requirements for payment service providers wanting to provide electronic payments to the department We plans to offer individuals the option to pay their taxes by credit card through approved payment service providers (PSPs). We encourage PSPs that can provide electronic payment options using an interactive voice response (IVR) system or an internet application to apply for department certification. All PSPs interested in participating in the electronic payment program must:
- Be an approved IRS credit card service provider and demonstrate their willingness and ability to provide services consistent with the program support practices implemented for the Internal Revenue Service’s credit card payment program (for example: hours of operation, customer support, disaster recovery, and reporting).
- Work with our Processing Center to coordinate file format, testing, transmission timing, and problem resolution requirements.
- Agree to provide customized IVR scripts and internet screens based on the our specific data collection requirements. As part of the customized IVR scripts, the PSP will provide a way for taxpayers to listen to our electronic payment disclaimer. As part of the Internet screens, the PSP will host our electronic payment disclaimer so those taxpayers can elect to view the disclaimer prior to completing their transactions.
- Act as the merchant of record and supply a merchant identification structure to support payment and transaction reconciliation.
- Transmit detail files and direct deposit payments to us after balancing the transactions.
- Use a self-funding model that charges the taxpayers who choose to use the system a convenience fee.
- Produce two separate transactions for the taxpayer: one for the tax payment and one for the convenience fee.
- Identify and develop a roster of individuals within their organizations responsible for resolving technical and programmatic problems. The PSP must provide the roster to us before the start of the program. The PSP must maintain the roster to ensure that accurate and up-to-date contacts’ names, telephone numbers, and e-mail addresses are available.
- Agree not to disclose, distribute, provide access to, or sell any taxpayer or cardholder information derived from the IVR and Internet applications. PSPs may use required information solely for the clearing of funds or processing of reversals or charge-backs.
- Agree to support concurrent IVR and Internet production and test environments. Concurrent production and test environments are especially necessary to accommodate our annual systems development and rollover from the current year to the next year, without a break in service.
