Types of Procurements

All of the Department of Revenue’s procurements are processed through the Contracts and Procurement Unit.  DOR’s procurements are made up of personal and professional services as well as trade services and goods.  The types of solicitations used include Request for Proposals (RFP), Invitation to Bid (ITB), Request for Quotes (RFQ), Direct Negotiations, and Request for lnformation (RFI). 

Personal Services are contracts that call for specialized skills, knowledge and resources in the application of highly technical or scientific expertise, or the exercise of professional, artistic or management discretion or judgment. An RFP or RFQ is used for procuring personal services.

Trade Services means all services, except for personal services (e.g. janitorial, electrician, landscape maintenance, moving services etc.) An RFP, RFQ or ITB may be used for procuring trade services.

Goods may include hardware, software, furniture and equipment. An ITB, RFQ or RFP may be used to procure goods.

How it Works

Small Procurements are procurements up to $5,000.  These do not require competitive quotes and DOR may direct negotiate with a provider for goods or services in this category.  When appropriate, competitive quotes may be obtained.

Intermediate Procurements are those that are between $5,000 and $150,000, and which require at least 3 competitive quotes.  An informal procurement process may be used in this category, though typically a structured RFQ resembling an RFP is used.

All Intermediate Procurements are advertised on the Oregon Procurement Information Network (OPRIN)

Formal Procurements are those that will exceed $150,000.  The Department of Revenue will partner with the Department of Administrative Services (DAS) for these efforts and DAS will generally let the solicitation on DOR’s behalf.  All formal procurements are advertised on the Oregon Procurement Information Network (OPRIN).

ORPIN

The Department of Revenue uses ORPIN as its sole form of advertisement.  DOR will not send copies of solicitations; Bidders should regularly check ORPIN for opportunities or changes to opportunities.
