· Submit to DPSST:
o A completed Form F-7 (Application for Certification) signed by the applicant and Agency Head or Authorized Representative.
· All training and education must be on file with DPSST. (DOC officers must submit an agency training report with the Form F-7.)
· Training hours are allowed to “roll-over.”
For example, an officer who is awarded a basic certificate after completing 200 hours of Basic Training can again use those 200 hours to reach the minimum required training level to achieve the intermediate certificate.
· Time served can cross disciplines. Experience in a certified discipline other than the one for which an upper level of certification is sought, will count toward credible service time at 50% of the time served in the other discipline.
· Topics of training required to receive upper level certifications are not specified.

· Submit to DPSST:
o A completed Form F-7 (Application for Certification) signed by applicant and Agency Head or Authorized Representative.
o A completed Form F-7WS (Intermediate/Advanced Certification Supplemental Worksheet – Police/Corrections/Parole & Probation) signed by applicant and Agency Head.
o Current DPSST training records indicating which completed training hours apply to which training category. Training records can be obtained from the agency training officer or by sending an e-mail to DPSST.records@state.or.us.
· If training is being submitted that is not included on the DPSST training record, other documentation of completed training and the applicable training category must be attached. (For example, DOC does not generally report training to DPSST on F-6 rosters; DOC training reports must be attached and documented.)
· Training hours reset after certification is awarded.
After a basic or intermediate certificate is awarded, an officer must achieve the prescribed training hours for the next level of certification starting from zero. This does NOT mean that the number of training hours in the officer’s DPSST Training Record is changed; only that the officer may not count the same hours towards each subsequent level of certification. The number of training hours required at each level in the charts is substantially reduced to reflect this change.
· The minimum years’ experience must be within the discipline for which the Intermediate or Advanced certification is being applied.
· The number of training hours needed is reduced but broken into four required categories: Communications, Advanced Technical Skills, Leadership and Risk Management.
o DPSST retains final authority on the appropriateness of completed training fulfilling the training requirements for upper levels of certification. The training categories are defined as follows:
§ Risk Management: Training that provides law enforcement officers with tools to recognize risks, the type of risks and effective tactics to manage risks.
§ Communication: Training that provides law enforcement officers with tools to effectively communicate with members of the public, individuals suspected of criminal activity, individuals under supervision, individuals with special needs, as well as managers and co-workers.
§ Leadership: Training that enhances leadership ability, teaches effective leadership styles, or encourages the adoption of effective leadership behaviors.
§ Advanced Technical Skills: Discipline-specific training that enhances technical or tactical skills as a law enforcement officer. This does not include courses that are required to maintain the basic level of certification.
o As a reference, DPSST has completed a presumptive categorization of the Standardized Course List. Training available to DOC employees has been categorized and is available through the Personnel Development Unit.

TO APPLY USING THESE CHARTS:
· Submit to DPSST:
o A completed Form F-7 (Application for Certification) signed by applicant and Agency Head or Authorized Representative.
· Telecommunicators must choose from the Portfolio Items list to satisfy the portfolio point requirement. The Portfolio Items list is non-inclusive. Other categories may be suggested for consideration for agency director and Telecommunications Policy Committee review.
· Application must include at least two separate categories for intermediate and three separate categories for advanced certification requests.
· A telecommunicator must complete and provide documentation of the applicable Portfolio Items to the agency head (including detailed descriptions, transcripts, recording of calls for service and other supporting documentation.) The agency head will review and submit a recommendation to DPSST.
· DPSST, through the Telecommunications Policy Committee, will review the portfolio and recommendation and make a final decision.
· All training and education must be on file with DPSST.
· Years of experience must be within the discipline.
Supervisory Certification:
- Must have or qualify for basic, intermediate and advanced certifications
- Must have 45 college education credits.
- Must have completed the prescribed supervision training within preceding 5 years
- Must be currently employed in a 1st level supervisor position for one year, or have performed the duties for a period of one year, within the preceding 5 years
- Does not include a position with acting or limited supervisory responsibilities
Management Certification:
- Must have or qualify for basic, intermediate, advanced, and supervisory certifications
- Must have 90 college education credits.
- Must have completed the prescribed middle management training within preceding 5 years
- Must be currently employed in a Middle Management, Assistant Department Head, or Department Head position , and have 2 years experience in an eligible position within the preceding 5 years
- Does not include a position with limited or acting middle management duties
Executive Certification:
- Must have or qualify for basic, intermediate, advanced, supervisory, and management certifications
- Must have 90 college education credits.
- Must have completed 100 hours of DPSST-approved executive level training within the preceding 5 years
- Must be currently employed in a Middle Management, Assistant Department Head, or Department Head position, and have 2 years experience in an eligible position within the last 5 years
- Duties equivalent to Assistant Department Head or Department Head may be approved under certain circumstances
