Study Requests
The following table shows the current status of the eight navigability study requests submitted to the Department since the legislation requiring such studies was passed in 1995.  Click for a printable PDF version.

Sandy River
RM 0 to 37.5 (near Brightwood) in Multnomah and Clackamas Counties
November 1996 by Sandy River Chapter Association Northwest Steelheaders
Study completed. On February 5, 2002, the State Land Board adopted the conclusions of the Sandy River Navigability Study, asserting a state claim of ownership to the bed and banks of the lower 37.5 miles of the river.
John Day River
RM 10 to 184 (near Kimberly) in Sherman, Gilliam, Wasco, Wheeler and Jefferson Counties
July 1997 by John Day  Chapter Association Northwest Steelheaders
Study Completed. On June 14, 2005 the State Land Board adopted the findings and conclusions of the John Day Navigability Report, declaring that the State of Oregon has owned a 174-mile segment of the John Day River since statehood in 1859.
North Santiam River
RM 27 to 43 (Lyons/Mehama to Minto Dam) in Linn and Marion Counties

South Umpqua River
RM 25 (Winston-Dillard bridge) in Douglas County

Land Board advised of receipt of complete study requests; adjacent riparian landowners advised; public comment requested.
Rogue River
RM 68.5 to 157.5 (Grave Creek to Lost Creek Dam) in Josephine and Jackson Counties
July 1997 by Josephine County District Attorney; reaffirmation of request in April 2004 by successor Josephine County District Attorney
Study Completed. On June 10, 2008 the State Land Board adopted the findings and conclusions of the Rogue River Navigability Report, declaring that the State of Oregon has owned a 89-mile segment of the Rogue River since statehood in 1859. ​An appeal has been filed challenging that the State Land Board's declaration of ownership does not meet the requirements of statute and rule.  Legal proceedings are pending.
