Removal-Fill & General Authorizations, Information to help you apply for a permit

We know that applying for a Removal-Fill Permit can be a complicated task. This will provide information that will help you work through the application process in a timely manner.
The Oregon Plan for Salmon and Watersheds maintains a helpful Web site at www.oregon-plan.org. Click on "Restoration Resources," then open "A Guide to Oregon Permits." This outlines permit requirements of several state and federal agencies.

.: Contact us first
If you have never applied for this type of permit before, we strongly encourage you to contact the natural resource coordinator who covers your county before filling out the application. The coordinator may suggest a pre-application conference to discuss your project in more detail. Or you may request such a meeting.

.: Things to remember
The people who process permits report that they often must return applications because they are missing:
  • Information and signatures from the city, county or other organizations (Sections 7 & 8 of the application).
  • Names and addresses for adjacent property owners.
  • The signature of the applicant.
  • Fee payment.
NOTE: Send applications for projects west of the Cascades to the Salem Western Region office and projects east of the Cascades to the Bend Eastern Region office.
Please double check that your application is complete before you mail it. We encourage you to enclose the fee in the correct amount with your application because your application will not be considered complete until we receive it. See fee schedule to help you determine the fee.

NOTE: DSL and the Corps use the same joint application form, but process and issue state and federal permits separately.
Also, at the end of the permit process, we will send you a permit process evaluation. Please complete it and send it back in the postage-paid envelope. This will help us improve our service.
