Property actions, Common School Fund distributions, Elliott State Forest on Land Board meeting agenda

Salem - At their public meeting on June 14, the State Land Board will consider a request to approve the exchange of quitclaim deeds with several property owners on the Clatskanie River in Columbia County.
 
The board also will consider a resolution to distribute 5 percent of the three-year average balance in the Common School Fund for the 2011-13 biennium, provided the distributable income account has adequate funds to support the amount. The resolution is in response to the K-12 education budget, as recommended in the Ways and Means Committee co-chairs’ budget in the Oregon Legislature, which includes an additional $23 million Common School Fund distribution.
 
A panel representing diverse interests will provide their perspectives on managing the Elliott State Forest and the draft Forest Management Plan currently out for public review. Nine invited panelists include:

  • Jim Dudley, Roseburg Forest Products
  • Dave Ivanoff, Hampton Lumber Sales
  • Josh Laughlin, Cascadia Wildlands

  • Bob Ragon, Douglas Timber Operators
  • Mary Scurlock, Pacific Rivers Council
  • Tim Vredenburg, Coquille Tribe
The Land Board oversees about 91 percent of the 93,000-acre forest near Reedsport as an asset of the Common School Fund.
 
Department of State Lands staff also will brief the board on the five-year update of the 2006 - 2016 Asset Management Plan.

The State Land Board consists of Governor John Kitzhaber, Secretary of State Kate Brown and State Treasurer Ted Wheeler. The Department of State Lands administers diverse natural and fiscal resources. Many of the resources generate revenue for the Common School Fund, such as state-owned rangelands and timberlands, waterway leases, estates for which no will or heirs exist, and unclaimed property. Twice a year, the agency distributes fund investment earnings to support K-12 public schools. The agency also administers Oregon's Removal-Fill Law, which requires people removing or filling certain amounts of material in waters of the state to obtain a permit.
