Land Board to hold public meeting in Bend

Central Oregon Area Management Plan, rangeland topics on agenda
Bend – At a special State Land Board meeting, staff from the Department of State Lands will present the draft plan for managing and developing state-owned lands in the Central Oregon region. The meeting will be held:
Tuesday, Sept. 27
1:00 – 3:00 p.m.

The COAMP area covers 34 sites on about 7400 acres in Deschutes, Crook and Jefferson counties. The properties are assets of the state's Common School Fund, and are dedicated to generating revenue for Oregon's 197 K-12 public school districts.
After the staff presentation, the public is invited to provide comments on the draft plan. Because only three minutes per person of oral testimony will be allowed, people are encouraged to bring written testimony to the meeting.
This meeting culminates many months of work on the plan, including several public meetings in the Central Oregon area beginning in the spring of 2010. One formal hearing was held on May 10, 2011, in Redmond, and a public comment period was open from May 3-20, 2011.
The board is scheduled to adopt the plan at their Oct. 11 public meeting in Salem.
In other business, the board will be asked to approve three geothermal leases in Lake County, and the initiation of rulemaking related to changing one factor in the formula used to calculate forage lease rates (grazing fees) because the data for that factor is no longer available.
The meeting is the second of two scheduled this year in regional locations. The other meeting was held in Coos Bay/North Bend in July.

The State Land Board consists of Governor John Kitzhaber, Secretary of State Kate Brown and State Treasurer Ted Wheeler. The Department of State Lands administers diverse natural and fiscal resources. Many of the resources generate revenue for the Common School Fund, such as state-owned rangelands and timberlands, waterway leases, estates for which no will or heirs exist, and unclaimed property. Twice a year, the agency distributes fund investment earnings to support K-12 public schools. The agency also administers Oregon's Removal-Fill Law, which requires people removing or filling certain amounts of material in waters of the state to obtain a permit.
