State Land Board Meeting Summary - June 12, 2007
CONSENT AGENDA
 
The Land Board approved the following items on the consent agenda:
 
a.   Request for approval of the minutes of the April 10, 2007 State Land Board meeting.
 
b.   Request for approval of a permanent roadway easement for the Oregon Department of Transportation in Coos County.
 
c.   Request for approval to initiate review and determination of the purchase of a 28.20-acre parcel of land adjacent to the South Slough National Estuarine Research Reserve in Coos County.
 
d.   Request for approval to sell or exchange twenty-four parcels of forest and rangeland in Baker, Union, Umatilla and Wallowa Counties.
 
e.   Request for approval to initiate review and determination of the sale of approximately 0.7 acres of submersible land in Svensen Slough in Clatsop County.
 
f.   Request for approval to initiate review and determination of the sale of two parcels of up to 7 acres of historically filled land in Coos Bay in Coos County.
 
g.   Request for approval to initiate review and determination of the sale of up to 4 acres of historically filled land in Coos Bay in Coos County.
 
h.   Request for approval to initiate review and determination of the purchase of a 0.0014-acre “reserve strip” of land on the south boundary of the Ward Road Parcel in Deschutes County.
 
ACTION AGENDA
 
The Land Board approved the following items:
 
a.   Sale of a 0.585-acre parcel of historically filled land in Clatsop County to Grover W. Utzinger for $31,000.
 
b.   Sale of a 1.16-acre parcel of new and historically filled land on the Willamette River in Multnomah County to Mar Com Holding, LLC for $175,000.
 
c.   Sale of a 3.41-acre isolated parcel of land in Clatsop County to Coyote Point LLC for $49,104.
 
d.   Easement for a trans-Pacific oceanic fiber optic communication cable corridor landing on state-owned submerged and submersible land at Lake Street in Rockaway, Oregon. The easement is for a single cable required by the MFS Globenet (US) Inc. project to connect Oregon with China, Taiwan, and South Korea. DSL will receive a $300,000 flat fee for the easement.
 
e.   Adoption of the Stevens Road Tract Master Plan in Bend. 
 
The Board tabled approval of the exchange of 295.4 acres of Board of Forestry mineral rights in Clatsop County for 358.6 acres of mineral rights owned by Back-Acres Tree Company, LLC; Andrew Martin Nygaard; and Warrenton Fiber Company (G&N) in Clatsop County. DSL staff was directed to work further with the Oregon Department of Forestry and the Department of Geology and Mineral Industries (DOGAMI) to verify that the 1998 DOGAMI report is still accurate, and to bring the item to the Board at the October 2007 meeting, or at an appropriate time as determined by DSL Director, Louise Solliday.
 
INFORMATIONAL AGENDA
 
The Oregon Department of Forestry presented an update on the Elliott State Forest Habitat Conservation Plan.
 
The board heard an overview of the recently completed DSL Customer Service Survey and an update on the 2007 legislative session relating to DSL programs.
