State Land Board Meeting Summary - October 9, 2007
Consent Agenda
The Land Board approved the following items on the consent agenda:
  1. Request for approval of the minutes of the June 12, 2007 State Land Board meeting.
  2. Request for approval to adopt administrative rules relating to mitigation banking.
  3. Request for approval of a permanent bridge easement to Marion County for the Independence Bridge crossing on the Willamette River.
  4. Request for approval of a permanent easement to Marion County for the Buena Vista Ferry crossing on the Willamette River.
  5. Request for approval of a permanent easement to Marion and Yamhill Counties for the Wheatland Ferry crossing on the Willamette River.

Action Agenda
The Land Board approved the following items:
  1. Purchase of a 28.2-acre parcel of land adjacent to the South Slough National Estuarine Research Reserve in Coos County. The funds to purchase the parcel come from the estate of Chalmers Gustafson, who bequeathed the estate to the Reserve for the purpose of acquiring lands within the South Slough Reserve Management Area.
  2. Purchase of a 0.0014-acre “reserve strip” of land on the south boundary of DSL’s Ward Road parcel in Deschutes County near Bend.
  3. Sale of approximately 0.7 acres of submersible land in Svenson Slough in Clatsop County
  4. Administrative Rules governing the placement of ocean energy conversion devices (wave energy) on, in or over state-owned land within the Territorial Sea. Some of the major provisions of the rules include:  1) DSL will offer two types of authorizations – a temporary use authorization (primarily for research and monitoring) and an ocean energy facility lease (for placement of one or more ocean energy facilities); 2) applications will go through a public review process; 3) compensation to DSL for temporary use permits is the greater of $500 or $5.00 per acre; compensation for ocean energy facility leases will be established for each project by the DSL director. State Treasurer Randall Edwards proposed that the Land Board give authority to the DSL director to approve real estate transactions up to a certain dollar amount to limit the number of small transactions that currently must come before the board. DSL staff will work with DOJ attorney Richard Whitman on reviewing the authority of the Land Board to delegate authority for real estate transactions to the Director.

Informational Agenda
High-school students from the Oregon Coast Aquarium Youth Volunteer Program shared their presentation to the National Student Summit on Ocean Issues on barotrauma and misidentification in rockfish, and possible solutions to this issue. The students presented their research at a 2 ½-day summit in Washington, D.C. in December 2006.
The Oregon Department of Forestry gave a status report on Common School Forest Land Management for fiscal year 2007.
DSL staff provided updates on the Draft Rogue River Navigability Study Report and the 2007 Legislative Session.
