State Land Board Meeting Summary - December 10, 2008
Consent Agenda
The Land Board approved the consent agenda:
  • Request for approval of the minutes of the October 14, 2008 State Land Board meeting.
  • Request for adoption of the agency sustainability plan.

Action Agenda
The Land Board:
  1. Adopted general administrative rules of the agency, including provisions for notice and conduct of Land Board meetings.
  2. Adopted administrative rules governing the Oregon Natural Heritage Program.
  3. Approved a land exchange agreement with Deschutes County wherein DSL will transfer up to 238 acres of the north parcel on the South Redmond Tract to the county in return for approximately 266 acres in two parcels (Whispering Pines and Warrin Road). The Land Board will be asked to approve the final transaction.
  4. Approved the 2007-2009 Asset Management Plan Implementation Progress Report and approved sending the report to the 2009 Legislature.
  5. Approved a resolution in support of legislation to address the public’s right to use waterways in Oregon.
  6. Approved a resolution concerning the federal process for siting liquefied natural gas facilities in Oregon.
  7. Heard a report on marine reserves presented by Ed Bowles, Oregon Department of Fish and Wildlife. The board passed a motion thanking citizens and others for becoming involved in the public process regarding establishing marine reserves, and supporting the Governor’s proposal to site marine reserves to allow significant scientific evaluation of Oregon’s territorial sea, while avoiding adverse economic and social impacts to coastal and other communities.

Informational Agenda / Other
 
The Land Board heard a report on the budget for the Common School Forest Lands.
 
Governor Ted Kulongoski, chair of the Land Board, and Louise Solliday, director of the Department of State Lands, thanked outgoing board members Bill Bradbury and Randall Edwards for their nine and eight years of service, respectively.
