Consent Agenda
The Land Board approved the consent agenda:
  • Request for approval of the minutes of the June 16, 2009 State Land Board meeting.
  • Request for approval of a permanent easement to the Oregon Department of Transportation for a bridge replacement over Millport Slough in Lincoln County.

Action Agenda
Rangeland rules:  The Land Board approved 2-1 (Kulongoski and Brown - yes; Westlund - no), the adoption of amendments to the administrative rules governing the management and leasing of rangeland forage (OAR 141-110). The new rules will implement changes in the fee structure as follows: a minimum annual fee of $250 and a base of $4.25 per animal unit month (AUM); plus two changes to the grazing fee formula: an increase in calf weight gain to 35 lbs., effective January 1, 2010; and a phased-in increase of the state's share beginning January 1, 2011 to 22.5 percent, increasing to 25 percent on January 1, 2012. The rules now stipulate the compensation for livestock trailing permits, which ranges from $150 to $350. The changes also expanded and clarified some definitions, and clarified that the Department owns any future improvements constructed on state-owned land.
Land sale:  Approved the direct sale of .39 acres of state-owned land in Douglas County to the U.S. Bureau of Land Management.
Land exchange:  Approved the Department's request to work on a land exchange with Giustina Resources, involving up to 599 acres of the South Fork Gate Creek parcel in Lane County in exchange for land of comparable value elsewhere in Oregon.

Informational Agenda
The board heard the 2009 Common School Forest Lands Annual Report prepared by the Oregon Department of Forestry; a power point presentation on the Elliott State Forest Habitat Conservation Plan; and the Land Management Division's annual report.
