State Land Board Meeting Summary - October 12, 2010
Consent Agenda
The board approved the consent agenda:
  1. Request for approval of the minutes of the June 8, 2010 State Land Board meeting.
  2. Request for approval of a land and mineral exchange between the Oregon Board of Forestry, State Land Board and Starker Forests in Polk, Benton and Lincoln Counties.
  3. Request for conditional approval of the exchange of mineral rights along with a land exchange between the Board of Forestry and the City of Cannon Beach in Clatsop County.
  4. Request for approval of the release of Department of Administrative Services’ mineral rights along with the sale of the former Oregon School for the Blind in Marion County.

Action Agenda
Reappointment of DSL Director: The board re-appointed Louise Solliday to another four-year term as director of the Department of State Lands.
 
Sale of forest parcels: The board gave final approval of the sale of 8 scattered forest parcels in Benton and Lincoln Counties.
 
Purchase of land in Bend: The board directed the department to seek legal advice from the Department of Justice on whether DSL followed applicable conflict of interest requirements regarding the purchase of a 0.45-acre parcel of land in the Old Mill District in Bend. In addition, they directed staff to further investigate the site for possible contamination levels given the historic use of the property as a mill. 
 
Public participation in Land Board decision-making: The board adopted a resolution to, whenever feasible, hold public meetings in areas around the state which are most affected by Land Board policy and decisions.
