State Land Board Meeting Summary - December 14, 2010
Consent Agenda
The board approved the consent agenda:
  • Request for approval of the minutes of the October 12, 2010 State Land Board meeting.
  • Request for approval to initiate the review and determination of the sale or exchange of up to twenty-four (24) scattered forest parcels (approximately 4,920 acres) in Jackson and Josephine Counties.
  • Request for authorization to initiate rulemaking to amend the rules governing the Lower Willamette River Management Plan (LWRMP) and to develop new rules governing the process for authorizing environmental remediation and/or restoration activities.
  • Request for approval of the addition of three sites to the Oregon Register of Natural Heritage Resources.

Action Agenda
  1. The board adopted the 2010 Natural Areas Plan.
  2. The board approved a modification to the current land sale procedure to allow the department to sell parcels not sold at auction directly to interested bidders. The process will allow DSL to accept sealed bids for 60 days following an auction, with a minimum bid requirement covering all costs. If no bids are received, DSL could sell parcels on a first-come, first-served basis up to one year following the auction.
  3. The board approved the exchange of quitclaim deeds with the McKenzie River Trust in Lane County to clear up ownership records relaating to properties on the Willamette River.

At the conclusion of the meeting, Louise Solliday thanked Governor Kulongoski for his eight years of service to the Land Board, and presented him with a map of the state from the Department of State Lands.
