State Land Board Meeting Summary - February 8, 2011
Consent Agenda
The board approved the consent agenda: Request for approval of the minutes of the December 14, 2010 State Land Board meeting.

Action Agenda
The board approved the land exchange between the Oregon Parks and Recreation Department and Department of State Lands. OPRD received a 75.15 acre-parcel in Lincoln County adjacent to Ona Beach near the Beaver Creek Natural Area. DSL received a 6.37-acre parcel in Deschutes County adjacent to the department’s South Redmond Tract.
 
Independent appraisals were conducted on both properties. The Redmond parcel is valued at $95,550; the coastal property is valued at $128,000. OPRD will pay DSL the $32,450 difference.

Informational Agenda
The board heard a panel presentation on climate change. Panelists included Phil Mote, director of the Oregon Climate Change Research Institute; Richard Whitman, director of the Oregon Department of Land Conservation and Development; and Angus Duncan, chair of the Oregon Global Warming Commission.
 
The board also received the annual report on the Estates Program.

Other Information
Director Louise Solliday briefed the board on the Governor’s Balanced Budget for the Department of State Lands, and discussed legislative issues relating to the department.
 
Director Solliday also discussed scheduling at least two 2011 Land Board meetings in locations throughout the state (other than Salem) to engage local citizens on decisions the board will be making this year.
