State Land Board Meeting Summary - October 11, 2011
Consent Agenda
The Land Board approved the consent agenda: 1) a request for approval of the minutes of the September 27, 2011 State Land Board special meeting; and 2) a request for approval to release the subsurface mineral rights on 65 acres in Benton County to the surface owner, Wood Duck Farms.

Informational Agenda
Doug Decker, State Forester for the Oregon Department of Forestry, presented the annual report on managing Common School Forestlands. The board also received the biennial Unclaimed Property Report.

Action Agenda
The board approved two management plans for Common School Lands:
  • Elliott State Forest Management Plan
  • Central Oregon Area Management Plan
No public comment was taken on either plan because the comment periods are closed.
The board approved the Elliott plan, giving direction to staff at the Oregon Department of Forestry and Department of State Lands to conduct an annual review of the plan, implement the 10-year research and monitoring program, continue to seek out opportunities in the carbon market, and continue to consider adopting a Habitat Conservation Plan.
The board also authorized staff to finalize the following land transactions for the South Slough National Estuarine Research Reserve:
  • 435 acres of undeveloped forest land from Roseburg Resources Company
  • 670 acres of undeveloped forest land from Plum Creek Timber
  • Surface rights to 312 acres of Common School Fund forest trust lands from the Department of State Lands
