Article Content Executive Session
The Land Board met in Executive Session to discuss the acquisition of real property as an asset of the Common School Fund.
Action Agenda
The Land Board approved the Consent Agenda. The board also:
- Adopted
amendments to the administrative rules governing the management of, and issuing
of leases, licenses, temporary use permits and registrations for structures on
and uses of state-owned submerged and submersible land.
- Adopted
amendments to the administrative rules governing the establishment and
management of marine reserves and marine protected areas in the territorial
sea.
- Approved
selling up to five scattered parcels in Hood River, Josephine, Multnomah, Polk
and Wasco Counties.
- Approved
a land exchange with Desert Creek Land, Cattle & Timber Co. LLC.
- Approved
a land exchange with the Joyce E. Coats Revocable Trust.
- Approved
issuing a quitclaim deed to Grand Island Farms LLC in Yamhill County.
- Approved acquisition of a property as an asset of the Common School Fund.
- Discussed
the Common School Fund distribution policy, and accepted the staff
recommendation to continue the distribution policy adopted on April 14, 2009. The
agency has submitted a legislative concept to amend state statutes to allow the
fund to be operated more like an endowment.
- Appointed
Mary Abrams as the new Department of State Lands Director, effective Nov. 1,
2012. Abrams replaces Louise Solliday who retires on Oct. 31, 2012.
Informational Agenda
Bill Ryan, DSL Assistant Director of the Wetlands and Waterways Conservation Division, presented the division’s biennial report.
The Land Board thanked Louise Solliday for her six years as director of the Department of State Lands, and remarked on her exemplary service to Oregon state government since she began in 1996.
