Laws and Rules

Oregon capital with wildflowers.Oregon Revised Statutes (ORS) and Oregon Administrative Rules (OAR) guide the Department of State Lands in carrying out our responsibilities. Statutes are state laws that have been passed by the Oregon State Legislature. Administrative rules implement and interpret a law or describe an agency’s procedures. 

Rules are developed by agencies through a rulemaking process that engages the public.



The following lists contain statutes and rules related to our operations and programs. All applicable administrative rules are found in Chapter 141, except rules applying to the South Slough Reserve program which are located in Chapter 142.
