Qualifying heating equipment installations performed by an Oregon Department of Energy (ODOE) tax credit approved company are eligible for a Residential Energy Tax Credit. The companies conduct performance verification testing required to assure the system is operating at peak efficiency. Oregon Department of Energy tax credit HVAC companies have access to the current RETC heating tax credit application. Companies not listed on the ODOE Tax Credit approved do not have access to the current RETC application. Companies that want to qualify to be listed as ODOE tax credit approved must fulfill the following requirements: - Employ one or more technician(s) certified with
- Performance Tested Comfort System (PTCS) program
- Proctor Engineering, CheckMe, certified technicians are automatically certified by PTCS
- Complete the Application for HVAC Company Tax Credit Listing
- Two or more of your key personnel must participate in ODOE Tax Credit Procedures update, through telephone conferencing.
- Key staff includes, but is not limited to: Office manager, Sales manager, Installation manager, and General Manager
- Annual Renewal required for ODOE Tax Credit Companies 30 days before current certification expires, January 1, of the following year.
Technician Training: PTCS Program and other trainers regularly offer training for duct seal and duct testing. The Oregon Department of Energy does not offer training for HVAC systems. |

Oregon Department of Energy (ODOE) tax credit approved companies (TCT) are qualified to install forced air duct systems for the Residential Energy Tax Credit (RETC). - ODOE TCC verify the efficiency of the ducts using Performance Tested Comfort System (PTCS) and specifications
- ODOE TCC HVAC companies have access to the current RETC Duct Systems tax credit application
- ODOE TCC will send the qualifying application to Energy Trust for verification.
Companies without access to 2012 RETC applications should check the ODOE Tax Credit Certified List(http://oregon.gov/ENERGY/CONS/pages/RES/tax/HVAC-Technicians.aspx) Companies that want to qualify with ODOE as tax credit certified, must fulfill the following requirements:
- Employ one or more technician(s) certified with Performance Tested Comfort System (PTCS) program (Proctor Engineering, CheckMe-certified technicians are automatically certified by PTCS)
- Complete and submit an Application for HVAC Company Tax Credit Listing
- Two or more, key personnel must participate in ODOE tax credit procedures updates by telephone conference Key staff includes, but is not limited to, Office manager, Sales manager, Installation manager, and General Manager

Company Responsibility Copy the current RETC application, partially fill, with the following:
- Customer name and address
- Make and model number of each unit(s)
- AHRI reference number (heat pumps, central AC and ductless heat pumps)
- Description of additional components required to meet the efficiency requirements (outdoor thermostat, TXV etc.)
- Equipment retail price, only
- Total job cost
- Final, paid, and clearly itemized receipt
- Customer receives copy of RETC application with all required documentation
ODOE will only process Tax Credit Applications that include required information and documentation.
- Current RETC application
- Company sections complete, signed, dated
- Customer sections complete, signed, dated
Submit Tax Credit Applications for Premium Efficiency Heat Pumps Oregon Department of Energy tax credit certified HVAC companies provide their customers with the current RETC application partially filled. Company Responsibility
- Company completes current RETC tax credit application
- Customer name and address
- Make and model number of the unit(s)
- AHRI reference number for heat pumps and ductless heat pumps
- Description of any additional components needed to meet the efficiency requirements (outdoor thermostat, TXV etc.)
- Equipment retail price, only
- Total job cost
- Final, paid, and clearly itemized receipt
- Contractor signs and dates the application
ODOE will only process Tax Credit Applications that include required information and documentation.
- Current RETC application
- Company sections complete, signed, dated
- Customer sections complete, signed, dated
- All required documentation attached
Submit Tax Credit Applications for Premium Efficiency Ducts ODOE tax credit certified companies have access to all current RETC application. Company Responsibility
- Submit Duct verification test results to Proctor Engineering or PTCS
- Enter the date test results were submitted to Proctor or PTCS
- Confirm the job has been accepted and approved Job ID number
- Provide the customer with a partially filled application
- System’s AHRI certified reference number
- Brand, type and full model numbers
- Indicate the PTCS Technician ID number
- Customer name and address
- Contractor and customer sign and date
ODOE will only process Tax Credit Applications that include required information and documentation.
- Current RETC application
- Company required sections complete, signed, dated
- Customer required sections complete, signed, dated
- All required documentation attached
Submit Tax Credit Applications for Premium Efficiency Ductless Heat Pumps Tax credit-eligible ductless heat pumps do not require ODOE Tax Credit certified technicians. Technicians responsibility
- Technicians must verify that they have attended manufacturer-sponsored training within 5 years of the current year.
- Equipment must be commissioned using the manufacturer's installation or start up checklist
- Technician will provide a copy of the Commissioning process for the customer's records
- Download the RETC application
- Complete Sections 2 & 3, of the RETC application
- Customer name and address
- Make and model number of the unit(s)
- AHRI reference number heat pumps, central AC, ductless heat pumps
- Description of any additional components needed to meet the efficiency requirements (outdoor thermostat, TXV etc.)
- Equipment retail price, only
- Total job cost
- Attach final, paid, and clearly itemized receipt
ODOE will only process Tax Credit Applications that include required information and documentation.

Submit Tax Credit Applications for Premium Efficiency Furnaces Tax credit-eligible furnaces and boilers do not require Oregon Department of Energy (ODOE) TCC technicians.
- The installed equipment must meet the RETC tax credit requirements including AFUE and electrical efficiency rating
- Download the RETC tax credit application (at right), and complete Sections 2, 3.
- Customer name and address
- Make and model number of the unit(s)
- Description of any additional components needed to meet the efficiency requirements
- Equipment retail price, only
- Total job cost
- Attach final, paid, and clearly itemized receipt
ODOE will only process Tax Credit Applications that include required information and documentation.

Premium Efficiency Ventilation Systems Premium Efficiency Heat Recovery and Energy Recovery ventilators (HRV/ERV) must be:
- Installed in conjunction with a hydronic heating system
- HRV/ERV must match RETC HRV/ERV listed equipment, or;
- Meet or exceed RETC specifications including AFUE and electrical efficiency rating
- Download the RETC tax credit application (at right), and complete Sections 2, 3.
- Customer name and address
- Make and full model number of the unit(s)
- Description of any additional components needed to meet the efficiency requirements
- Equipment retail price, only
- Total job cost
- Attach final, paid, and clearly itemized receipt
