This is a "top down" inventory based on a wide range of modeling, estimation, and quantification techniques using energy, agricultural, waste, and socioeconomic data. It is not a point source inventory from the "bottom up" akin to a population census. 

Unless noted otherwise, gross emissions data are generated from the US EPA State Inventory Tool (SIT) (output is from January 2011 release of the SIT).  For more on the SIT:

Electricity consumption  data and emissions factors are generated by Oregon Department of Energy and input into the SIT electricity consumption module (replacing the defaults).  Additional detail is available for electricity consumption by sector from the year 2000 onward (but not earlier) from the SIT electricity consumption module and is provided to the right as an annex to the main inventory for those interested in building processes. --->

Waste and materials data are calculated by Oregon Department of Environmental Quality (both gross emissions and sequestration).   For more on Oregon DEQ's work on waste:

The fertilizer data used are from the Oregon Department of Agriculture.  Those data are used in place of default data within the SIT .  For more on ODA's climate change work:

Data on electric power generation emissions are from the SIT, but please note that US EPA and US DOE emission estimates frequently vary for the same source or sources.  Please use caution when comparing these results with US DOE greenhouse gas data.

 Assignment to economic sectors has been done following EPA protocol in the national inventory.  Some variations exist from the EPA approach due to lack of Oregon-specific data or where EPA assumptions are blatantly incorrect for application to Oregon
