The Oregon Department of Energy is developing a new fee structure as part of the changes made to the Business Energy Tax Credit (BETC) program by House Bill 3680.  The bill was passed in the 2010 Special Legislative Session and takes effect on May 27, 2010. 
The Department is holding a hearing regarding the following project fees:
  • Renewable energy tiered priority system application fee - $500
  • Preliminary Certification Extension fee –up to $300* (applies to all types of projects)
  • Preliminary Certification Amendment fee – up to $300* (applies to all types of projects)
*The extension and amendment fee shall be limited to the amount of the original preliminary certification application fee for the facility.
The BETC preliminary certification application fee is the eligible project costs multiplied by .0060.  This fee applies to all energy projects except sustainable buildings, renewable energy equipment manufacturing facilities and pre-qualified hybrid-electric vehicles, which have their own fee structure.
Stakeholders are invited to attend and provide testimony for the Department’s consideration.   
The hearing will be held Tuesday, May 18 beginning at 9:30 a.m. at the Oregon State Library, 250 Winter St. NE in Salem in Rooms 102-103.
