DEADLINES EXTENDED TO MEET RESIDENTIAL TAX CREDIT RULES

On Friday, July 30, Oregon Department of Energy (ODOE) announced the extension of deadlines for installation contracts and project completion dates for installing devices eligible for the Residential Energy Tax Credit. The new deadlines also apply to the purchase of qualifying energy-efficient appliances.
 
Residential Energy Tax Credits are aimed at renewable energy systems and devices that save energy. The new deadlines will allow additional time for homeowners wanting to proceed with tax credit certification under the pre-July 1, 2010 temporary rules. The extended deadlines apply to the installation of the following residential devices: solar photovoltaic, solar hot water, wind, wood pellet stoves, and heat pumps.

The summary below outines the changes.
 
Customers who completed their installation prior to August 13, 2010 are not impacted by the new rule changes and do not need to take any action prior to submitting their completed application.
 
Customers who have a contract signed on or before August 13, 2010, for the installation of their device which has not been completed by August 13, 2010, and who wish to proceed under the pre-July 1, 2010 rule: 
 
  • A copy of the contract, signed by all parties and dated on or before August 13, 2010, must be received by the Department (via regular mail or fax) no later than 5:00 p.m. Friday, August 27th, 2010.
  • Projects with submitted contracts will have until December 31, 2010 to be completed.
  • Completion shall be documented by providing the Department a copy of the approved final inspection, dated on or before December 31st, 2010, as issued by the local jurisdiction.
  • The Department may grant an additional 15 days for project completion in response to appeals related to unexpected hardship conditions. Appeals must be requested in writing and will be determined by the Department. All projects must be completed no later than Friday, January 14, 2011.
 
The following applies to customers with existing systems installed within the past 5 years who signed contracts for additional systems on or prior to August 13, 2010 which had not been completed by August 13, 2010:
 
  • A copy of the contract, signed by all parties and dated on or before August 13, 2010, must be received by the Department no later than 5:00 p.m. Friday, August 27  2010.
  • Projects will have until December 31, 2010 to be completed.
  •  Completion shall be documented by providing a copy to the Department of the approved final inspection, dated on or before December 31, 2010, as issued by the local jurisdiction.
