PERMANENT RULEMAKING TO START FOR RESIDENTIAL ENERGY TAX CREDIT PROGRAM

The Oregon Department of Energy (ODOE) is starting permanent rulemaking for the Residential Energy Tax Credit (RETC) program.  The first meeting will be held Tuesday, August 31, 2010 at 1 p.m. at the State Library.

At the August 31 meeting, ODOE will be reviewing the recent changes made to the RETC program through temporary rulemaking. These changes include the exclusion of low-speed vehicles, the inclusion of all federal and utility incentives in the net cost calculation used to determine tax credit amount, and limiting residences to one RETC for a solar electric system every five years. 
 
As part of the permanent rulemaking process, ODOE will be evaluating the current RETC rules and public comments.
Future public meetings will be scheduled to discuss appliance standards, wood and pellet stoves, new technologies, eligibility criteria for heat pump, duct, and solar certification, and the RETC application process/pass-through option.
 
The meeting will be held from 1 p.m. to 3 p.m. at the Oregon State Library, Rooms 102 & 103, at 250 Winter St. NE in Salem.
