RPS Advisory Committee To Meet Oct. 1 In Portland

The Advisory Committee for the Oregon Renewable Energy Portfolio Standard (RPS) 2010 Rulemaking will hold its fourth meeting on Fri., October 1 in Portland. The meeting is open to the public.
The 14-member Advisory Committee will make recommendations to the Oregon Department of Energy to use in the development of administrative rules related to RPS legislation passed during the 2009 session and the 2010 special session. Rulemaking will cover administration of the program and requirements or processes related to low impact hydropower, biomass, solid waste combustion and anhydrous ammonia facilities.
The meeting will be held from 9 a.m. to 3 p.m. at the Oregon Department of Transportation, Region 1 Headquarters, 123 NW Flanders in Portland. The Oregon Renewable Portfolio Standard (RPS) was enacted in 2007 through Senate Bill 838 and further modified in the 2010 special session. The bill directs Oregon utilities to meet a percentage of their retail electricity needs with qualified renewable resources. For the three largest utilities (PGE, PacifiCorp and Eugene Water and Electric Board), the standards are 5% starting in 2011, 15% beginning in 2015, 20% in 2020, and 25% in 2025. For the other electric utilities in the state, the targets are 5% or 10% by 2025, depending on utility size.
Eligible resources include wind, geothermal, biomass, solar, wave, tidal, ocean thermal, small-scale hydroelectric, and hydrogen (if produced from any of these sources).
