Final Biomass Producer/Collector Tax Credit Rules Issued

SALEM—The Oregon Department of Energy (ODOE) has issued permanent rules for the Biomass Producer or Collector Tax Credit program. The permanent rules incorporate stakeholder feedback received at public meetings and during the public comment period.
The Biomass Producer or Collector Tax Credits were originally authorized in 2007 by House Bill 2210 and modified in the 2009 legislative session.  The credits are designed for agricultural producers or biomass collectors who provide biomass used to produce biofuel in Oregon.  Credits are available for oil seed crops, agricultural residues, woody biomass, waste oils and grease, and other eligible biomass.  To receive the credit, the biomass must be from Oregon and used to produce biofuel in Oregon.
The permanent rules address how the department will handle mixed loads of biomass and include administrative improvements to definitions and the application requirements.
