The Oregon Renewable Portfolio Standard (RPS) was enacted in 2007 through Senate Bill 838 and further modified in the 2010 special session. The bill directs Oregon utilities to meet a percentage of their retail electricity needs with qualified renewable resources. For the three largest utilities (PGE, PacifiCorp and Eugene Water and Electric Board), the standards are 5% starting in 2011, 15% beginning in 2015, 20% in 2020, and 25% in 2025. For the other electric utilities in the state, the targets are 5% or 10% by 2025, depending on utility size.
