Stateline Wind Project

Facility: A wind energy facility consisting of two units. Stateline 1&2 is composed of 186 turbines and has a peak generating capacity of up to 123 megawatts. Stateline 3 consists of 43 turbines with a peak generating capacity of 99 megawatts.

Status (Operating): Stateline 1 and 2 began operation on Dec. 21, 2001 with 126 turbines, added 55 turbines on Dec. 10, 2002 and 5 more turbines on Dec. 15, 2004. Stateline 3 began operation on Dec. 16, 2009. Based on the schedule of mitigation and monitoring activities, there were no surveys conducted in 2015.

Location: Umatilla County, all on private land, north and east of Helix.

Certificate Holder: FPL Energy Vansycle, LLC (Stateline 1&2) and FPL Energy Stateline II, Inc. (Stateline 3).

Amended Wildlife Monitoring and Mitigation Plan ​Nov. 20, 2009
Site certificate amendment #4: Increased site boundary and added a redesigned Stateline 3 to include 43 2.3-megawatt wind turbines. Other modifications to the site certificate included changes to the Oregon Wildlife Monitoring Plan and Re-vegetation Plan. Allowed a partial transfer of the site certificate to FPL Energy Stateline II, Inc. to construct and operate Stateline 3.

Site certificate amendment #3: Extended construction deadline from June 23, 2007 to Dec. 31, 2007 for Stateline 3 and modified the no-occupation agreement related to noise. (Construction deadline passed with no construction.)

Site certificate amendment #2: Increased the site boundary by 75 acres and added 279 turbines with electrical generation capacity of approximately 184 megawatts. Added 13 meteorological towers and other related facilities. (Described as Stateline 3.) Extended the construction deadline for 5 turbines from the Stateline 2 addition.

Ongoing Wildlife Monitoring Reports: The Wildlife Monitoring and Mitigation Plan, approved March 27, 2009, requires the certificate holder to report to the department results of a two-year fatality monitoring program, grassland transect surveys, ongoing raptor nest surveys, burrowing owl surveys, avian use surveys, ongoing wildlife fatality and incidental monitoring, and results of additional mitigation, if determined necessary. These results and associated reports will be posted to the department’s website within 30-days of receipt and made available for public comment.
