The Office
Economic & Business Equity promotes economic opportunities for Oregon's disadvantaged, minority-owned, woman-owned, and emerging small businesses. We assist Disadvantaged Business Enterprises (DBE), Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Emerging Small Businesses (ESB) in the certification process, provide support and advocate on behalf of certified firms to government entitiesĀ 

Support We Offer
  • We assist DBE, MBE, WBE and ESB firms obtain the certification that opens the door to targeted contracting opportunities by coordinating with the Certification Office [OMWESB].
  • We are a point-of-contact for training and technical assistance and provide additional support resources to certified businesses.

Promoting Certified Businesses
  • We develop relationships.
  • We host events.
  • We reach out to organizations and large businesses.
  • We improve entrepreneurial opportunities by increasing awareness of certified businesses with state agency directors, procurement staff and government entities.
  • We ensure all agencies under the Department of Administrative Services' (DAS) procurement authority are trained on doing business with certified firms.
  • We monitor and evaluate participation of certified firms for all state agencies under DAS procurement authority.
  • We refer vendors to small business services networks.
This office was created by the Legislature and its director is a member of the Governor's cabinet.
