Cover All Kids (CAK) Ceremonial Bill Signing
August 30, 2017

I’m so pleased to be here today. I want to extend my congratulations to all of you – as community members, partners and champions for this success.

Thank you to IRCO for welcoming us to your community center and making a space for us to celebrate Cover All Kids.

It is our duty to ensure that our youngest Oregonians have the tools to grow into healthy adults. Because health care is foundational to well-being, that means ensuring that every single child in Oregon has access to comprehensive health care coverage.

Cover All Kids fulfills this duty and gives all Oregon children access to a dependable health care system.

I am so proud that the Legislature helped us fulfill this promise by passing Cover All Kids this session. Thank you for all your hard work.

I’d also like to acknowledge some key legislators who couldn’t join us today: Senator Kruse, Senator Ferrioli, Senator Steiner-Hayward, Speaker Kotek and President Courtney.

I would like to extend a special thank you to Representative Keny Guyer and Senator Monnes Anderson for your championship of this bill over the years.

I also want to commend Representative Vic Gilliam for his championship and commitment, even during this session. His daughter Rebecca is here with us today. Thank you for joining us.

As we all know, this success took a lot of hard work and heavy lifting over the years. But the community-based organizations, educators and labor leaders around this room did not waver. You made your message heard throughout the Capitol: We must cover all kids.

As a result, Legislators from across the aisle and from urban and rural areas across the state came together to make sure every single child will have health care coverage. Thanks to your organization, dedication, and persistence, I could proudly sign this bill into law.

Your work lifts up Oregon families struggling to make ends meet. Now, families can feel confident that a medical event will not dramatically change the trajectory of their lives. Now, kids across the state now have access to the tools they need to embark on a journey of lifelong learning where they can truly thrive.

Thank you all for keeping us focused on this for the last four years. Your perseverance puts thousands of Oregon children on a path toward a brighter future. You should be tremendously proud.
