What is the OEIB? The Oregon Education Investment Board, chaired by the Governor, is overseeing an effort to create a seamless, unified system for investing in and delivering public education from early childhood through high school and college so that all Oregonians are well prepared for careers in our economy. The Governor named 12 educators and community leaders from around Oregon to serve on the board, with Nancy Golden, Superintendent of Springfield Public Schools, as his alternate chair. (Read August 2011 news release.) What are the goals of the OEIB? Oregon's goal is that by the year 2025, 100 percent of Oregonians will earn a high school diploma or its equivalent, 40 percent will earn a post-secondary credential, and 40 percent will obtain a bachelor's degree or higher. That standard marks a significant improvement from today's educational success, and will require changes to Oregon's public education system to achieve better results for students, more resources for teachers and greater return for the taxpayers' investment. What is the OEIB's charge? Senate Bill 909 in 2011 created the board and outlined specific charges: - Developing an education investment strategy to improve defined learning outcomes from early childhood through public schools, colleges and universities.
- Hiring a Chief Education Officer to oversee the unified public education system.
- Establishing a statewide student database, from early childhood through higher education, that encourages accountability for outcomes, and provides better information for policy-makers, educators, students and their families to ensure progress along the entire educational path.
- Establishing an Early Learning Council to streamline and strengthen early childhood services to at-risk youth to ensure all children are ready to learn when they enter kindergarten.
- Reporting back to the Oregon Legislature, on progress and legislation for 2012.
The work of the Oregon Education Investment Board builds on the efforts of the Oregon Education Investment Team (OEIT), created by the Governor in February 2011.

Under 2012's Senate Bill 1581, the Oregon Education Investment Board will enter into achievement compacts with every K-12 school district, education service district, community college, the university system and individual university, and Oregon Health Sciences University. These two-way partnership agreements challenge educators across Oregon to set targets on key student outcomes and encourage broad collaboration to adopt tranformational practices, policies and budgets to help students achieve the educational outcomes valued by Oregonians.

Dr. Rudy Crew, an education leader with a national reputation for innovation and results, is Oregon’s first Chief Education Officer. (See the news release.)The Oregon Education Investment Board unanimously approved Gov. John Kitzhaber’s recommendation of Dr. Crew at a special meeting on Thursday, May 31 (see the meeting notice).
(Link to photo) Dr. Crew has made it his life’s work to overhaul and strengthen America’s public education system. His 30-year career -- as an educator, principal and superintendent -- includes serving as chancellor of New York City Public Schools and superintendent of Miami-Dade County Public Schools. Since 2009, he has been a professor in the Rossier School of Education at the University of Southern California. He also serves as president of the K-12 division of Revolution Prep, which seeks to use technology to improve math instruction and graduation rates in urban school districts. Dr. Rudy Crew Bio Under Senate Bill 909, the Oregon Education Investment Board is directed to appoint a Chief Education Officer to help oversee the integrated public education system from pre-kindergarten through college and career readiness. The OEIB unanimously approved the job description in December 2011, after public testimony and other outreach. Greenwood / Asher & Associates, a firm with experience in education executive search efforts, was hired. A screening panel worked with the firm to recruit and recommend candidates to the Governor. The panel that includes three OEIB members -- Julia Brim-Edwards (panel chair), Hanna Vaandering and Kay Toran -- as well as Oregon State University President Ed Ray and Lynne Saxton, executive director of Youth Villages. Legislative action in February 2012 to streamline early childhood programs and create a system of accountability for student success from pre-kindergarten through K-12 to college and career readiness tops the list of recommendations of Oregon Learns, a report delivered Dec. 15 to the Oregon Legislature by the Oregon Education Investment Board. The board’s report calls for far greater coordination in public education and a committed focus on improving student outcomes: “If we are to fulfill the promise of educational opportunity and keep pace with the world around us, we must find ways to improve the teaching and spark the learning of all students, now and every year hereafter.” Read the news release, executive summary and full report: - News Release (html)

Oregon Education Investment Board meetings and materials
The Oregon Education Investment Board met for the first time Nov. 21 and adopted policies and procedures. OEIB meetings are streamed live (when the location allows) and regular meetings incorporate time for public testimony. Materials presented or handed out at meetings are posted after the meetings. A request for an interpreter for the hearing impaired or for accommodations for people with disabilities should be made to Seth Allen by email at seth.allen@state.or.us or by telephone at (503) 378-8213. Requests for accommodation should be made at least 72 hours in advance.

What is the Early Learning Council? As part of the overarching education initiative, the Early Learning Council will guide efforts to integrate and streamline existing state programs for at-risk youth and ensure all children are ready to learn when they enter kindergarten.
The Governor has appointed the members to the Early Learning Council, which was created by Senate Bill 909 during the 2011 legislative session. The legislation also charged the Governor with naming an Early Learning Director to lead the state’s effort in this area.

HB 4165 Joint Workgroup report SECTION 11. By September 30, 2012, the Early Learning Council established by section 4, chapter 519, Oregon Laws 2011, and the State Interagency Coordinating Council created by ORS 343.499 shall jointly submit a report to the Oregon Education Investment Board and the interim committees of the Legislative Assembly on education and human services.
HB 4165 Comprehensive Children's Budget report SECTION 12. (1) By September 30, 2012, the Early Learning Council established by section 4, chapter 519, Oregon Laws 2011, shall submit a report to the Oregon Education Investment Board and the interim committees of the Legislative Assembly on education and human services. The report shall describe a comprehensive children’s budget for adequately funding early childhood education and development programs and services and that may be used to design a budget for early childhood education and development programs and services for the 2013-2015 biennium.
Early Learning Council Survey Report: Availability, Functions and Resources of Persons Who Act as Family Resource Managers Appendix A By September 30, 2012, the Early Learning Council established by section 4, chapter 519, Oregon Laws 2011, shall submit a report to the Oregon Education Investment Board and the interim committees of the Legislative Assembly on education and human services that describes the availability, resources and functions of persons who act as family support managers, as described in section 5 (3)(b), chapter 519, Oregon Laws 2011.

UPDATE: July, 2012: As of July 1, 2012, the Early Learning Council assumed a variety of duties and responsibilities outlined in HB 4165 as adopted in the 2012 legislative session. For example, among these is the assumption of duties previously held by the Commission for Childcare and the Oregon Commission on Children and Families , both of which expired June 30, 2012. In addition, the ELC has the responsibility to serve as Oregon’s official State Advisory Council on the Education and Care for Children as required under the federal Head Start Act (previously this membership was fulfilled through the Early Childhood Matters Advisory Council, which expired June 15, 2012).
Accordingly, Governor Kitzhaber has added to the Early Learning Council the following individuals from across Oregon, representing a variety of experiences, programs, and backgrounds (bios attached):

Oregon is one of five states invited to apply for a share of $133 million in federal grants for state-level, comprehensive early education reform. In December 2011, The US Departments of Health and Human Services and Education on Dec. 16 awarded federal Race to the Top - Early Learning Challenge grants to nine states out of 37 applications. Oregon's application ranked 13th out of the 37 submitted. In April 2012, the US departments announced an additional round of early learning grants, with Oregon eligible for up to $25 million in funding. Oregon's renewed application will be based on the original proposal: Read a summary of the grant application, a breakdown of the proposed $40.6 million grant budget and the full grant application. Inspiring Educators Inspiring Educators - Spanish
UPDATE 9/26/12The Oregon Education Investment Board (OEIB) will hold seven community forums and a webinar to engage all stakeholders in a discussion around education funding. The OEIB will present its vision for building a seamless P-20 system and, most important, provide an opportunity for all Oregonians to share their own expectations and priorities.
The forums will be held from October 15th through the 30th at 6-8:00 p.m., and will offer a family-friendly area for parents with children, as well as light snacks and refreshments.
Anyone wishing to speak must sign in beginning at 5:30 p.m. Individuals will be heard on a first come basis. Each speaker will be given two minutes. Public comments may also be emailed to: Education.Investment@state.or.us

The Oregon Education Investment Board held seven community meetings across the state in January to discuss next steps to improve student success in Oregon’s public education system, from pre-kindergarten through to college and career readiness. More than 1,100 Oregonians participated. The board scheduled an eighth community forum, in North Portland on March 6, as an additional effort to reach out intentionally to communities who have historically been underserved by the public education system. The Governor and board members wanted to hear more from students, parents and educators facing and overcoming the education system’s challenges of race, language and poverty. Survey on K-12 Student Success and School Accountability
More than 6,000 Oregonians participated in a survey to share their thoughts with the Governor’s Office and the Oregon Department of Education want your thoughts as they consider major changes to Oregon’s system of K-12 school accountability and the application to the federal government to waive parts of No Child Left Behind. What is OEIT? The Governor created the Oregon Education Investment Team (OEIT) by executive order (pdf) on February 22, 2011, and directed the OEIT to engage the public, legislators and stakeholders in the creation of a new investment and budget process for education in Oregon. Key to this effort was passage of Senate Bill 909 (pdf), which creates the Oregon Education Investment Board (OEIB). The team's 13 members met through September 2011, and made recommendations in a report to the Governor, which will become a starting point for the OEIB discussions. Read OEIT's Progress Report. Task Force on Higher Education Student and Institutional Success
House Bill 3418 passed during the 2011 legislative session, establishes a Task Force on Higher Education Student and Institutional Success. The 17-member task force is charged to examine best practices in higher education, and make recommendations to increase success for students in acquiring basic skills, career preparation and program completion with attainment of certification or degrees. The task force must offer an initial report to the Legislature by December 1, 2011. A final report is due October 15, 2012. The task force website offers further information, including including membership and meeting notices and agendas. In a statewide survey conducted in April 2011, the Governor's Office gathered input on best practices in increasing efficiency in K-12 education. The purpose of the survey is to recognize and share the many innovations currently being developed and will be used to inform the Governor on ways the state can better support districts and schools in implementing efficiencies.

- The Youth Development Council’s Juvenile Justice Committee will be meeting on Thursday, April 11, 2013, from 1:00pm to 4 pm, at the Marion County Juvenile Department. The committee will be reviewing its mission and goals, aligning with those of the YDC and Oregon Education Investment Board.
- The Youth Development Council’s State Youth Serving Agencies Committee will be meeting on Monday, April 22, from 1:30pm to 3:30pm in the Somerville Building’s Small Conference Room, 775 Court St NE, Salem, 97301.
