Building a Skilled Workforce Redesigning Oregon's Workforce System

One of the keys to a growing economy is a skilled workforce prepared to advance along career pathways and help businesses succeed.

In December 2011, Governor Kitzhaber initiated an effort to redesign the systems and services that help Oregon’s businesses find and grow their workforce and help Oregonians become employed and advance along career pathways.  This redesign effort is designed to achieve three goals:

1. Oregonians have the skills needed to fill current and emerging high-wage, high-demand jobs
2. Businesses have the skilled workforce to support future growth
3. An aligned workforce system provides integrated services and makes the most efficient possible use of resources

The Oregon Workforce Investment Board (OWIB) is helping Governor Kitzhaber redesign Oregon's Workforce System.
 
Challenge
In 2011, Governor Kitzhaber challenged the Oregon Workforce Investment Board (OWIB) to develop a new strategic plan to ensure more Oregonians  could access opportunities in a changing economy.  OWIB responded with “Oregon at Work,” a ten year plan to clarify outcomes, align resources, increase accountability, and invest in strategies which support the needs of local communities.
 
Direction
In June 2013, Governor Kitzhaber issued an executive order directing the re-chartering of state and local workforce investment boards with the responsibility of helping to build to a more responsive workforce system. In addition, the executive order directs state agencies with workforce development programs to work together to better align state services in support of the re-chartered boards. Implementation
In response to the order, the three state agencies that administer large workforce programs are working together with the Oregon Workforce Investment Board (OWIB), the Governor’s Office, and Department of Administrative Services to align and integrate the workforce system to deliver on the Governor’s charge.
